Kelly-Norton Programs, Inc. provides residential services to individuals with mental illness. Our philosophy is to provide respectful and individualized services to adults with mental illness. We encourage individuals to set recovery goals; manage their illness, establish safe housing, and explore employment and educational opportunities.

History
Kelly-Norton Programs, Inc. was started in 1982 by Henry Norton. Mr. Norton had a vision to provide residential treatment services to dually diagnosed persons with mental illness and substance abuse issues.

He opened Bill Kelly House in 1982, Steven House in 1984, and then Oasis Program in 1985.

Both Bill Kelly House and Oasis Program are 16 bed Intensive Residential Treatment Services (IRTS), licensed by the Department of Human Services.

Both Oasis and Bill Kelly House are Supervised Living Facilities licensed by the Department of Health. Stevens House is a 25 bed board and lodge facility, that provides long term housing for adults with mental illness.
