Director, Human Resources
The Metropolitan Council seeks an experienced Human Resources leader with a proven history of success in providing leadership, direction, and oversight to a multi faceted Human Resource (HR) department. The Director position is responsible for:
- Establishing the strategic direction for the Metropolitan Council's HR policies, programs and practices.
- Developing and implementing HR programs and practices that align with that strategy and assessing their effectiveness.
- Through subordinate managers, providing oversight to HR programs and functions.
- Talent Management and Recruitment,
- Labor Relations,
- Learning and Organizational Development, and
- Occupational Health

The Metropolitan Council is a unique regional governance body which:
- operates a growing, vital regional transit system;
- collects and treats the region's wastewater at one of the country's largest wastewater treatment facilities;
- serves communities through affordable housing programs;
- establishes policies for the region's growth; and
- serves as the regional planning agency for transportation, aviation, water resources, and parks and open space.

- Plans, directs, integrates and evaluates human resources department activities across the agency by partnering with all levels of management to ensure consistent, efficient, implementation of human resource policies, procedures and programs.
- Advises executive management on strategic organizational and HR issues; provides technical guidance, interprets and ensures compliance with HR polices and guidelines.
- Partners strategically with division directors to develop innovative and efficient programs for the recruitment, retention, development and performance management of the Council's employees.
- Provides direction for collective bargaining strategies including negotiations, grievances and other labor relations activities.
- Develops and implements a Council compensation philosophy to ensure competitive and equitable total compensation.
- Establishes priorities and provides leadership, guidance and direction to human resources staff.
- Develops and coordinates the annual human resources budget and work program, and achieves their implementation within the established outcomes and financial parameters.
- Establishes benchmarks and other indicators to measure operational performance, effectiveness and efficiency.
- Represents the Council's interests on key legislative issues, task forces, committees, etc.
- Creates a culture that empowers and motivates staff, encourages innovation, rewards performance and instills partnerships between divisions and staff.
- A Bachelors' Degree in Public Administration, Industrial Relations, Business Administration, HR Administration, Psychology or a closely related field, and
- Eight (8) years of progressively responsible experience in personnel administration/human resources management of which four (4) years must be in a managerial/leadership position. The experience must have been of significant scope and responsibility to show the candidate's ability to perform the responsibilities of this position. OR
- A combination of education and experience that totals at least twelve (12) years, of which four (4) years were in a managerial/leadership position.
Knowledge, Skills and Abilities:
- Human resources administration including concepts and principles of public personnel administration.
- Federal and State employment laws and their application.
- Principles and practices of job evaluation systems, position classification, compensation and benefit plans and administration; merit system principles, employee recruitment and selection; training program development.
- Equal Employment Opportunities requirements and the principles of Affirmative Action.
- Minnesota Public Employee Labor Relations Act (PELRA), and the rules and procedures of the Minnesota Bureau of Mediation Services (BMS).
- Trends in human resource management.
- Understand customers' human resource needs; and ensure those needs are met in a timely, professional and cost-effective manner.
- Interact with a highly diverse workforce in terms of job duties and work environments.
- Position new ideas and initiatives to gain buy-in and support.
- Exercise tact and diplomacy in dealing with sensitive and complex human resource issues and employee situations.
- Provide quality leadership, and motivate human resource staff to develop their skills and abilities.
This is an Unclassified Position covered under the Non Represented Plan
Salary Grade: Ex Grade
Candidates will be referred to the hiring manager for consideration based upon the review of education and experience and how it relates to the knowledge, skills and abilities required for the position. This review is based upon answers to the supplemental questions, a review of the application and resume. The applications of those who best meet the qualifications will be considered for possible interview. Candidates may be required to complete further job related skill assessments.

Offers are also conditioned upon passing a criminal background check. Convictions are not an automatic disqualification from the selection process. The Metropolitan Council considers felony, gross misdemeanor and misdemeanor convictions on a case-by-case basis. Convictions are reviewed based upon the relatedness of the conviction to duties of the position as well as a candidate's ability to demonstrate adequate rehabilitation.
