We are currently seeking a Consultant Analyst to join our Information Services and Technology (IS&T) department in Bloomington, MN. This role is responsible for the planning, development, implementation, project management, budgeting, and analysis of technology related initiatives within the IS&T department. By providing pro-active advisory services to various internal customers, this position translates customer needs, often across multiple business areas, with technological opportunities for measurable process improvement. This position may actively participate in the successful selection and implementation of technology related projects, provide daily work direction to individuals or teams, and/or performs business analyst functions including the gathering of project requirements.

Additional responsibilities include:
• Represent the needs of the Technical Infrastructure area through participation and facilitation for various committees
• Develops project charters and cost summaries for approval and funding to support major Infrastructure project efforts
• Manages major projects related to Data Centers
• By request, manages special projects and/or initiatives on behalf of IS&T. This may include performance issues, new business relationships, major downtime activity, overseeing Proof of Concept efforts, etc.
• Develops and delivers advisory services to IS&T Leadership and business customers for technology-related opportunities
• By request, participates in concept initiation and research, including RFP / RFI activity, vendor selection, architecture and security review, cost proposals and ensures process management
• Manages process improvement and continuously expands their systems knowledge and business acumen expertise
• Provides leadership direction to team/group
• Arbitrates and negotiates HealthPartners policies, processes, disputes, and/or vendor relationship issues
• Maintains awareness of the latest developments in key areas of responsibility and brings forward opportunities that might benefit the organization

This position requires:
• A bachelor’s degree in Computer science, healthcare or business
• At least 7+ years experience in a technical project management role with a solid track record on delivering moderate to complex, multi-year, cross-functional projects on-time and within scope and budget.
• 7+ years of experience in progressively increasing roles within IT; minimum of 5 years of application and infrastructure experience.
• A minimum of 7 years experience with tools and techniques for planning, organizing, monitoring and controlling projects and;
• 5 years experience using current analytical tools (i.e., data flow models, system tools) and processes.
• Candidates with a PMP and CCBA certificate are preferred.

This position also requires the ability to analyze and report complex systems/processes, the ability to understand and navigate multiple systems to accomplish business goals and the ability to envision and sustain business/project goals while concurrently resolving the details of development. In addition, a strong skill in building relationships across all levels of the organization, strong organizational skills with ability to translate strategic goals into tactical actions and tasks and effectively delegating , coaching and mentoring others is necessary. Excellent oral and writte communication skills, proven presentation skill and experience and computer skills in Excel, PowerPoint, Microsoft Word and Visio are required.
