The Care Management Services Program Development Manager is responsible for the development, management and shared implementation of new care management programs including account management functions related to care, disease, and case management.


* Researches market trends, explores strategies, and proposes innovations to advance HealthPartners’ care management capabilities throughout the organization

* Develops new care management products and programs that optimize health, experience and affordability for members and patients

* Conducts the business analysis of new care management services by evaluating the business issues (market research, forecasting profitability and market share)to demonstrate the value of the operations related to health, experience, and total cost

* Provides project management and coordination, including the development of work plans, budget; and completes activities and effectively uses available resources to achieve objectives

* Collaborates and coordinates with key partners, such as Health and Care Development, Sales and Care Delivery Marketing departments, Health Informatics, Employer Reporting, to respond to customer, purchaser, employer needs and requests related to care management, including, but not limited to, RFPs, reports, conference calls, meetings, pricing, guarantees, program information

* Provides presentations and training, internal and external to the organization, as needed and appropriate to implement programs, present results, assist sales, and meet customer needs

* Collaborates with leaders and staff in all areas of the organization and builds relationships which will enhance the capabilities of all team members to effectively support purchasers, members, and patients

* Participates in workgroups and committees to promote new developments, contribute to continuous improvement, and keep others informed about the work and progress being made with programs and account services

* Supports the achievement of HealthPartners strategic objectives through annual plans and goals

* Contributes to the creation, testing and maintenance of business continuity and disaster recovery plans with a focus on the impact of this with integration and coordination of care support services

* Performs other duties as assigned

REQUIRED QUALIFICATIONS: (Minimum qualifications needed for this position)

* Bachelor’s degree in business or health care field.

* Minimum of 6 years experience in health care environment including previous direct experience in program development and/or account management.

* Demonstrated experience in developing creative product portfolio strategy using market analytics, market trends, and competitive information

* Strong communication and presentation skills.

* Ability to make recommendations regarding business strategy and product development for a particular market segment, service area or function

* Previous experience defining and articulating strategies and changes based on their impact on customer/patient/member satisfaction

* Demonstrated effective, independent leadership and project management skills in the development of new programs including the ability to identify market trends and innovation

* Demonstrated ability to influence decision-makers and partner to help drive business results.

* Strong financial analysis and pricing skills

* Analytical, strategic, problem identification and problem solving ability including the ability to view issues from multiple viewpoints.

* Ability to act independently and responsibly in a fast moving environment.

* Strong consulting skills with the ability work with all levels of leadership and clinicians across and outside the organization

* Ability to interface directly with customer, purchasers and contracted vendors

* High degree of initiative, ability to plan and follow through.

* Comfortable with the role of change agent and related ambiguity.

* Proven ability to effectively use personal computer applications such as Word, Excel and PowerPoint.


* Masters degree in business, healthcare administration, or current enrollment in a Masters program.
