The Real Estate Division Manager is responsible for managing staff and functions of the Real Estate Division, and providing senior level management support to the department director and County Administration in all matters related to real estate transactions/activities for Hennepin County, the Hennepin County Regional Railroad Authority (HCRRA) and the Hennepin County Housing and Redevelopment Authority (HRA).

Duties and responsibilities for this position include:
• Manage and supervise the staff and functions required to acquire or sell all land, buildings, easements or other property rights for the County and HCRRA, including the use of eminent domain authority.
• Manage and supervise the process of renting out excess County and HCRRA properties, acquiring, through lease, space needed for County functions, and providing property management services for HCRRA land.
• Communicate and interpret property transaction issues for County administrators, elected officials and the public. Evaluate and recommend appropriate real estate policies and methods to address various County requirements.
• Direct, manage, coordinate and facilitate the steps of negotiation, documentation, approval and implementation in complex and multi-faceted property transaction projects; serve as County's lead negotiator in real estate related transactions.
• Represent the County in a variety of public settings including public hearings, presentations to the County Board of Commissioners and City Council, negotiations for property acquisition or resolution of policy disputes.
• Direct, mentor, motivate and assign work to division staff. Establish, prioritize and analyze program objectives and service provision methods.

The Ideal Candidate will have:
• One of the following:
o Master's degree in business administration or a related field plus four or more years of experience in real estate transactions, two of which are supervisory.
o Bachelor's degree in business administration or a related field plus five or more years of experience in real estate transactions, two of which are supervisory.
o Experience with public sector land acquisition.
o Experience performing complex real estate transactions including pre-acquisition analysis and negotiations.
o Experience with property management services; managing the leasing of land or buildings.
o Experience communicating and interpreting property transaction issues for elected officials and the public.
o Experience developing and managing operating and capital budgets.
o Knowledge of Minnesota Statutes, state and federal regulations and property transaction regulations related to real property acquisition, disposition, leasing and land management.
o Ability to travel within the Twin Cities metro area on a regular basis.
o Ability to demonstrate the manager competencies.
