Position Description

This position is responsible to manage UCare's provider network data and reporting requirements for both internal and external stakeholders.  Support efforts to evolve an efficient provider data infrastructure (e.g., business rules, processes, technology, etc.) required to respond to regulatory requirements and guide strategic decision-making.  Develop and manage a team of provider data analysts that support creation of required provider materials (e.g., Primary Care Network Listings, health insurance exchange provider/network filings, Health Service Delivery tables, and other provider directories).

·Develop, implement and modify as necessary plans to strengthen UCare's provider data management standards, processes, and tools.  Efforts should include both near-term and long-term strategies.

·Maintain an annual provider data management plan to ensure UCare is able to meet required timelines for regulatory (CMS, DHS, MDH, and MNsure) and business focused initiatives.

·Manage staff and deliverables associated with regulatory and business focused provider data initiatives.

·Develop and regularly report on key network metrics.  Escalate network gaps and concerns if needed.  Identify enhancement opportunities as needed.

·Lead cross-functional provider data initiatives using project management skills and tools to advance goals, objectives, and improvement opportunities.

·Participate in cross-functional committees as needed to support evolving provider data needs and improvement opportunities at UCare.

·Facilitate ongoing identification and impact assessment of data accuracy gaps within systems and portals.  Advance recommendations to address known gaps and serve as business lead for efforts/projects to close gaps.

·Directly support, maintain and execute updates to UCare's Care Coordination assignment tool (ALT PROV) and Provider Care System Data Mart tool to align with current provider contracts.

·Provide business intelligence support for provider contracting and network development.

·Collaborate with appropriate internal stakeholders to further develop provider reporting measurements of cost and quality data.

·Other projects and duties as assigned.


Bachelor's degree in business, marketing, health care /public administration, project management or related field required.

Required Experience

Eight years of experience in a health plan or health care organization with managerial responsibility for provider related functions (network analysis, contracting, reimbursement, etc).  Must have proven ability to work in a matrix environment and possess the ability to lead cross-departmental teams.  Working knowledge of health plan functions including:  product management, operations, marketing/sales, compliance, information systems, data analysis and clinical required.  Deep knowledge of the local Minnesota health care market place.

Preferred Experience

Experience with provider data and required provider data materials. Knowledge of state and federal health care programs.
