GOVERNMENT RELATIONS COUNTY MANAGERPosition DescriptionThis position is responsible to oversee the development and implementation of county relationships, including working cross-departmentally to ensure effective communication and strong collaboration with UCare's county human services and public health agency partners. Provide county trainings and staff county meetings. Coordinate timely and effective responses to county inquiries, log county communications and monitor timely resolution. Serve as the lead on county communications data collection, analysis and reporting for internal users and help UCare respond effectively to county partners. Provide guidance to assigned internal teams and/or workgroups to ensure that county concerns are addressed.·Lead development and implementation of county relationships and collaboration strategies. Collaborate across UCare to strengthen county relationships through effective communication and addressing county requests, concerns and recommendations regarding UCare and its delivery of services.·Determine department standards for county human services and public health agency trainings and attendance at human services and public health county meetings; provide trainings and staff county meetings. ·Key member of State Programs Relationships Team. ·Support interdepartmental activities that interface with counties, such as addressing operational concerns and county provider education and training. ·Establish and staff a County Hotline. Oversee communication database for tracking county calls. Identify all issues, track responses, and monitor through resolution. Work to ensure timely response. Report the results on a regular basis to appropriate management and the State Programs Relationship Team.·Support the development and implementation of outreach strategies that increase awareness of UCare among county partners. Publish a quarterly county newsletter.·Attend Minnesota Council of Health Plans and Minnesota Association of County Social Service Administrators meetings.·As appropriate, provide UCare information and presence at county-related conferences and statewide meetings.·Upon request, draft responses to county questions and concerns contained in Department of Human Services state public programs procurement RFPs. ·Other projects and duties as assigned.EducationBachelor's degree required. Master's in Public or Community Health preferred.Required ExperienceFive years' experience in a managed care organization building relationships with county social services and/or public health staff. Knowledge of state public programs, DHS contracts and government regulators. Project management experience.Preferred ExperienceManagement experience.
