PRIMARY FUNCTIONServes as the primary leader for the Strategy & Operations team within Talent Acquisiton (TA).  Responsible for setting the overall strategy direction, maximizing candidate experience and providing the most effective resources (people, process and technology) for TA to deliver talent and support Target priorities.  Leads and develops Managers, Consultants, Business Partners and Staffing Specialists.

PRINCIPAL DUTIES AND RESPONSIBILITIES

• Evaluate, leverage data & analytics, competitive insight and best practices to drive the strategic direction for TA in partnership with the Sr. Directors.  Consult with Sr./Directors to assist with business strategies and to align the team to support prioritized initaitives.   Maintain a strong understanding of internal and external landscape.

• Partner with Strategic Workforce Planning and Sr./Directors to identify staffing plans/forecasts.  Establish TA budget and manage ongoing expense conversations.  Make financially sound decisions and monitor recruiting and operational expenses to ensure expenses remain within budget and cost-per-hire is maintained.  Also, partner to establish annual budget across Talent Management and Learning and Development and provides monthly updates and consultation as needed.

• Serve as the Center of Excellence (COE) leader for TA.  Represents TA across Human Resources Planning & Delivery and COE teams and Target India.  Build strong cross-functional partnerships across other key partner teams and works collaboratively to accomplish goals and objectives. 

• Drive partnerships and events focused on acquiring talent, showcasing our employment brand, and demonstrating our commitment to communities.  Focus on diversity benchmarking, emerging trends and strategic partnerhsips to provide insight to TA and increase representation.

• Redesign and simplify our TA processes to leverage the capabilities of a HCM.  Evaluate processes and reporting and adapt to increase efficienty, automation and productivity of the TA team.  Provide recruiter onboarding resources and recruiting/sourcing training/tools.  Evaluate the TA global resource footprint and enhance partnership with India.

• Finalize and align the comprehensive Employment Value Proposition and HR Brand Architecture to candidate and internal team member experiences and communication.  Evolve our enterprise job advertising strategy and execution, cohesive branding and candidate sourcing tools/tactics.   

• Support other projects or key business initiatives as assigned.

Team Leadership

• Leads, engages and develops Sr. Managers and Lead Consultant. Indirectly leads Consultants, Business Parnters and Staffing Specialists. 

• Prioritizes strategies, manages project workload and removes roadblocks to optimize business impact and results.

• Creates an inclusive, agile and innovative culture on the S&O team and ensures the team demonstrates the Target behaviors.

REPORTING/WORKING RELATIONSHIPS

Reports to Sr. Director, Talent Acquisition. Direct reports include three Sr. Managers and one Lead Consultant.  Indirect reports include Staffing Managers, Consultants, Business Partners and Staffing Specialists (currently 39).  Works closely with TA leaders and cross-functional partners.

JOB REQUIREMENTS

MINIMUM REQUIREMENTS

• Bachelors Degree

• Minimum 5 years recruiting or HR operations experience

• Strong leadership skills

• Demonstrated strong interpersonal skills and credibility with all levels of team members

• Strong consutlation and problem solving skills

• Experience in managing budgets

• Excellent written and verbal communication

• Highly organized and able to handle multiple tasks

• Strong project management and follow-up skills

• Ability to travel as needed

• Computer skills: word processing, spreadsheets, applicant tracking systems, internet recruitment methods

DESIRED REQUIREMENTS

• 5-8 years recruitment experience

• Corporate recruitment experience

• Experience and success in diversity recruiting

• Knowledge of employment law
