Responsible for reviewing and approving all accounts related to Real Estate Tax and Personal Property Tax.Also, responsible for managing the personal property tax compliance functions for Target Corporation, including driving process improvement and efficiencies.Accounting responsibilities include reviewing and approving all high risk accounts, review of monthly forecast, and review of journal entries.This role will have general oversight of all documents prepared by the accountant.Personal Property responsibilities include managing external consultants to ensure the accurate and timely processing of all personal property tax returns and bill processing for all Target locations.
OTHER PRINCIPAL DUTIES AND RESPONSIBILITIES
Accounting for Real Estate Tax and Personal Property Tax:
·Monthly review of accounts including high level review and deep dive into account reconciliation
·Review and approve monthly on trial balance, forecast and journal entries
·Provide general oversight and feedback to accountant
·Partner closely with the team to ensure complete understanding of variances
·Communicate with senior tax and accounting leadership on any variances in forecast, tax expenses and account balances
Manage external Personal Property Tax Consultants:
·Negotiate contracts with all third party PPT consultants and review bills and ensure they match the contract agreements
·Responsible for day to day management of third party consultants including: track compliance and appeal work, analyze due dates, monitor work to ensure it matches contract agreements
Personal Property Tax (PPT) Return Compliance:
·Responsible for managing external consultants to ensure accurate and timely filing of personal property tax returns for each location as needed.
·Develop and maintain comprehensive knowledge of company accounting policies and practices to ensure values and calculations used in return processing are accurate and in accordance with regulatory guidelines.
·Maintain updates on all PPT values in department's database
·Partners with internal teams to ensure we are receiving the best data for our PPT returns
·Analyzes historical tax value information in additional to current market trends to develop the annual PPT budget
·Manage and track personal property tax audits for multiple concurrent locations/audits ensuring audits are closed fairly and timely.
·Partner with consultants through the audit process from start to finish including gathering of audit data, reviewing schedules with auditor, actively supporting Target's position on valuations, and pursuing reductions in audit assessments.
Property Tax Policy
·Develop and maintain current knowledge of state and local taxing jurisdiction laws relative to personal property tax, including monitoring of industry websites to stay current on changes in laws and rates.
·Provide feedback to internal government affairs team on any PPT legislation
Budgeting and forecasting
·Actively participate in annual budgeting and monthly forecasting process by location.Support computation of estimated assessed values and communication with internal partners.
·Ensure accurate and timely forecasting, accounting and recording of tax liabilities or refunds.
·Final review of annual budget for material accounts, including review of all state accruals and confirming all Target locations that have tax payments are in the final budget
·Proactively develop and maintain internal partnerships with key business and accounting teams including (but not limited to) Property Accounting, Fixed Assets, and Capital Finance.
·Learn and understand business partner processes and goals and how our teams impact each other, improving the communication process and sharing of information.
·Proactively engage in new Target initiatives, such as major store remodels or new store openings to understand the impact on our PPT returns
Systems & projects:
·Develop and maintain current knowledge of existing systems used by the property tax team, help implement new technology and drive efficiencies for our monthly accounting processes
·Partner with technology vendor and drive system enhancements or development as needed.
Documentation & Process Improvements:
·Identify and research opportunities to drive process efficiencies for both accounting and PPT and support work that results in tax savings.
·Develop & maintain adequate documentation for all accounting and PPT work being performed, modifying processes based upon changes in laws and company policy changes, and industry best practices.
·Four year degree - Preferred Accounting
·5-7 years accounting or related experience including leadership managing people or consultants
·Strong partnership skills with an ability to communicate effectively and influence others to achieve a common objective.
·Strong leadership skills to work with various teams and partners with the ability to maintain a positive work environment
·Proven ability to drive process improvements

·Previous accounting experience at a large corporation
·Previous experience with Real Estate Tax or Personal Property Tax
