The University of St. Thomas invites qualified candidates to apply for an IT Program Manager position within the Information Technology Services Department.

The ITS Program Manager is responsible for planning, leading, organizing, and motivating traditional and agile project teams through the project lifecycle, driving to completion.  This position will simultaneously manage and deliver multiple large projects per agreed upon scope, schedule, budget, and objectives and is responsible for facilitating communication with the project team, vendors, project stakeholders. 

Program Management

  • Daily program management throughout the program life cycle;
  • Defining the program governance (controls);
  • Planning the overall program and monitoring the progress;
  • Managing the program’s budget;
  • Managing risks and issues and taking corrective action;
  • Coordinating the projects and their interdependencies;
  • Managing and utilizing resources across projects;
  • Managing communication;
  • Managing the main program documentations such as the program initiation document.
  • Managing Enterprise Application Project Portfolio
  • Managing Change Management process in collaboration relevant parties
  • Cultivate an awareness of industry trends to identify potential improvements to the project and program management process.
  • Analyze processes for improvement opportunities. 

Project Management

  • Plan, lead, and organize traditional and agile project teams on multiple projects.
  • Project Initiation/Planning: Lead project scoping, complete requirements documentation, plan and facilitate project kickoff, complete project schedule, collaborate with resource managers to perform resource planning, develop communication plan, communicate plans to campus stakeholders and to the campus community when appropriate.
  • Project Execution/Control: Monitor project execution, including vendor deliverables and provide status reporting on project progress.  Prioritize and address new or unresolved issues, risks and proposed changes.  Escalate as appropriate.  Coordinate with internal and external stakeholders and manage project risk and issues.  Communicate status and action information as part of the project communication plan, and informally as the needs of the project necessitate.  Assure consistent application of the ITS project management methodology.
  • Project Closeout: Complete detailed post project review and identify changes to improve overall project delivery.  Communicate results. 
  • Resource Management:  Promote effective team interaction and collaboration and continuously work to meet the needs of the project team and stakeholders.  Facilitate project team interaction and all applicable stakeholder communication and collaboration.

Policies and Procedures

  • Follow established ITS procedures for project processes, service management (e,g, Web Help Desk, installation & inventory processes), and ITS communication guidelines while staying current and informed about customer communications and technology trends. 
  • Other duties as assigned.

Minimum qualifications: BA/BS with an emphasis in Information Technology, Communications, English, Software Development, Management or related field and three (3) years of related work experience to include managing multiple, large-scale projects that encompass diverse business and technology areas.  Experience to include developing formal requirements. Must be able to demonstrate a successful history of managing expectation and delivering multiple complex projects. CAPM / PMP / CBAP /Agile/SCRUM Certification Preferred. Experience managing Agile/SCRUM projects. Experience managing technical projects.  This includes writing project plans (statement of work (SOW) and task list), working to maintain project scope, issue tracking and resolution.  Experience with communicating to departments, development team, vendors, and management.  Experience with a project-tracking tool.

Preferred qualifications: Previous experience in a higher education institution is preferred but not required.


Knowledge of: Solid understanding of software development lifecycle as well as knowledge of both traditional and Agile project management principles and practices.  Strong understanding of principles and practices of project management. Experience developing formal requirements.  This includes interviewing skills, documenting current and desired workflow, and documenting requirements to a testable level. Strong understanding of technical terms, methodologies and processes related to SDLC (Software Development Life Cycle). Strong understanding of good process creation techniques.

Skill in: Excellent communication skills, both oral and written. Strong organization skills and problem solving ability.

Conflict Resolution skills. Critical thinking and analysis skills.  A technical aptitude.

Abilities: Demonstrated ability to drive cross-functional teams to meet deadlines, utilizing sound project management methodology (processes, best practices, tools, and templates). Demonstrated ability to develop strong, collaborative relationships.  Ability to work in a team/collaborative environment.  Approachable and able to effectively work with people from varying backgrounds, both technical and non-technical, to develop solutions for end users. Ability to work without close supervision in standard work-place situations. Ability to manage multiple projects at one time.
