Position Description

This position is responsible to complete complex tasks and make decisions within broad parameters and with minimal supervision.  Responsible to assist with the planning, organizing, directing, and managing the functions and services of the behavioral health area.  Lead staff members in conjunction with the behavioral health services manager and supervisor.  Consult with staff, medical directors and others on member problems, interpretation of regulations, and engages with community partners to represent UCare.  Maintain performance improvement activities within the behavioral health services area and participates in the oversight of utilization and care management activities.  Develop the annual behavioral health budget by working collaboratively with key stakeholders.  Specific duties and responsibilities include:


Provide leadership and mentoring to behavioral health staff and leaders, while assuring successful regulatory compliance and supports performance management of staff.

Provide back-up coverage in absence of behavioral health manager.

Assist with overseeing the day-to-day administration and management of the behavioral health services area.  Consult with the Chief Nursing Officer and makes recommendations as related to behavioral health business functions.

Maintain knowledge and understanding of managed care policies, regulatory requirements, and key payer and provider contract provisions as related to behavioral health.

Collaborate with behavioral health leaders and medical director to facilitate effective care management programming and interventions are employed and that complex cases are reviewed and managed.

Monitor overall utilization of behavioral health services via a dashboard, consults with medical director and other key stakeholders to review and facilitate effective utilization programming and interventions to ensure medical expense remains within established benchmarks.

Maintain knowledge of applicable laws such as Data Privacy Act, regulations, and departmental or organization policies.

Develop systems and behavioral health policies/procedures to meet regulatory requirements and NCQA standards.

Develop and maintain assigned budgetary responsibilities relevant to behavioral health services.

Serve as Chair and/or participate in work groups and committees as assigned.

Ensure orientation and ongoing training as needed to facilitate service delivery and professional growth.

Ensure coordination of behavioral health services with other areas through Clinical Services and Quality Management.

Participate in the joint selection and orientation of assigned staff to ensure appropriate screening, hiring, and effective selection of staff members.

Represent UCare as an active member of community committees, work groups, regional sub-committees, interactions with counties, and special projects.  Some travel may be required.

Participate as a key member of the Clinical Services leadership team and works collaboratively with the Chief Nursing Officer and Medical Director to develop the annual department plan.

Participate in annual Inter-rater reliability testing; a passing score each year is required as a condition of employment.

Ensure behavioral health quality metrics demonstrate continued improvement in the area of Stars/HEDIS measures.

Collaborate with others to engage staff and corrects course as appropriate related to UCare Staff Engagement survey results.


Bachelor Degree in nursing, social work, counseling or closely related fields from an accredited college or university.  Current Minnesota licensure in field of study is required.

Required Experience

Three years clinical practice experience in a behavioral health setting.  Three years progressively responsible management/supervisory experience that has included analyzing and recommending solutions for development of behavioral health services.  Comprehensive knowledge of Medicare and Medicaid rules/regulations related to behavioral health.

Preferred Experience

Knowledge of psychological and social aspects and characteristics of emotional disturbances, mental illness, and additive disorders.
