Rehab Program Project Supervisor – Full Time

Job Summary

Supervises construction operations on assigned projects from pre-construction to owner closing, including supervision of vendors and subcontractors. Other duties as needed and assigned.


  • Plan and implement all construction activities on assigned units.
  • Verify completeness and accuracy of material estimates and schedules
  • Thoroughly understand construction documents
  • Schedule and approve all project supplies and materials
  • Schedule project subcontractors
  • Supervise all personnel on site
  • As needed, complete small construction tasks and punchlist items.
  • Complete all work according to applicable international and state building and energy codes, TCHFH construction standards and construction documents
  • Maintain relationships with homeowners, project team, subcontractors and inspectors
  • Maintain appropriate contact with all applicable parties throughout the construction process
  • Meet subcontractors on-site to confirm work being completed to meet the scope of work. 
  • Address and resolve concerns and issues in a timely manner, escalating as needed to the Program Project Manager.
  • Provide a safe and meaningful on-site experience:
  • Maintain subcontractor compliance to safety policies
  • Display site signs and participate in other activities to recognize donors
  • Communicate essential construction information to other TCHFH departments, committees and staff; participate in appropriate joint decision-making as needed
  • Process and code appropriate purchase invoices
  • Coordinate in-kind donations use, sworn construction statements, and in-kind confirmations
  • Coordinate work schedules on assigned construction sites
  • Communicate work plan questions, project budget and schedule with project team
  • If needed, lead assigned AmeriCorps and/ or construction interns
  • Administer performance review process
  • Manage staff use of Vacation, Personal, Sick and other leaves
  • Administer, review and approve staff mileage and expense reimbursements
  • Provide training-needs and project-assignment information as needed and requested
  • Monitor safety practices and quality control, addressing as needed
  • Participate in required department or affiliate-wide staff and professional development and safety training

  • Participate in annual Construction department reviews of standard procedures, standard specifications, house plans and in applicable staff and professional development training



  • High School diploma or equivalent


  • Minimum seven year’s residential construction experience with a minimum of 3 years construction supervision (lead carpenter, foreman, or equal)
  • Possess valid driver’s license with good driving record


  • Effective interpersonal communication skills and the ability to deal well with a variety of people, personalities and backgrounds
  • Ability to effectively communicate clearly through oral and written means, giving specific instruction and direction to individuals and groups
  • Ability to lead, manage, supervise and motivate individuals and teams
  • Ability to plan, schedule, prioritize, coordinate, delegate and manage multiple activities
  • Ability to analyze circumstances, make routine decisions, problem solve, and give direction regarding problem resolution

Knowledge, Skills and Abilities:

  • Possess sufficient knowledge of residential building materials, their application and use to perform material take-offs to determine quantities needed
  • Ability to apply construction knowledge to scheduling, coordinating and participating in general construction work activities
  • Ability to identify on-site safety hazards and remedy including lead, asbestos, and hazardous materials being used for construction
  • Able to read and interpret standard residential construction blueprints and specifications, including working knowledge of residential building codes
  • Possesses basic mathematical aptitude to calculate building measurements, quantities, etc
  • Knowledge of first aid and safety regulations and practices to include First Aid and CPR certification preferred or the ability to be certified in first aid and CPR within the first three months of hiring
  • Ability to be flexible in work hours to accommodate the real estate market which often works evenings and weekends.
  • Independently operate motor vehicles
  • Working knowledge of Microsoft Office Suite
  • Trained and certified in the following:
  • Applicable OSHA standards
  • Environmental Protection Agency Renovation Repair & Painting (RRP) rule


  • Stand or walk for the majority of a work day, including working on uneven surfaces
  • Apply extensive physical mobility, including reaching, lifting, holding, pushing and pulling, carrying, bending, climbing stairs and ladders, crawling, kneeling, arm and leg extension
  • Regularly lift 10 - 35 pounds:  Occasionally 50 pounds or more
  • See and judge distances and space relationships


Must be familiar with and possess the ability to use basic hand and power tools for rough and finish carpentry, roofing, siding, masonry, cement finishing, drywall installation and finishing, vinyl flooring and carpet, as well as instructing others on their effective and safe use


The majority of the work is done outside on a construction work site, either residential re-model or new builds. Daily exposure to dirt, dust, dampness, construction debris, extreme temperatures, construction noises, fumes and odors from construction materials will occur.
