  • Establish, develop and maintain a strategic, regional network of lasting relationships with key state and local elected officials, staff, and agencies to advocate on Target's behalf on policies that could influence the growth and competitiveness of the company
  • Advocate on behalf of the company at state capitols, city council meetings, planning commission hearings and other public venues, to:
    • Communicate (both verbally and written) the impact to Target of proposed and pending legislation/regulations to both helpful and adversarial policymakers
    • Provide public officials with timely information (both responsive and proactive) regarding Target's public policy positions, business operations, and innovation initiatives
  • Represent Target when communicating directly with high-ranking elected officials including Governors and their staffs, Commissioners, state senators, state representatives, Mayors, city councilmembers, and regulators
  • Provide company leaders with opportunities to develop relationships with elected officials by coordinating visits, tours, and attendance at events
  • Strategically prepare and leverage business experts to advocate on Target's behalf, as appropriate
  • Establish and maintain an intelligence-gathering strategy to proactively identify developments with key public policy issues and emerging trends at the state and local levels
  • Manage a network of state retail association (and other trade association) partners
    • Attend industry events to manage and nourish relationships with trade associations
    • Maintain communication channels with trade associations to gather intelligence on legislative and political developments and provide feedback on proposed legislation
    • Provide regular performance evaluations for all trade associations and provide them with appropriate feedback
    • Provide recommendations on funding and sponsorship levels for trade associations
  • Manage the performance of contract lobbyists advocating on Target's behalf, including directing their priorities, supervising their execution, and making judgments regarding what information they need and when they need it
  • Represent Government Affairs on cross functional teams as necessary to:
  • provide appropriate political and policy context
  • provide strategic recommendations on actions to take and messaging to leverage
  • Collaborate with Real Estate, Public Relations, Corporate Social Responsibility, and Finance to perform risk assessments on new store openings.  Provide strategic counsel regarding expected level of support or opposition. Recommend and execute mitigation tactics that could increase the likelihood of successful approval.
  • Meet directly with local community associations for high-risk openings to influence their level of support/opposition
  • Appropriately protect and leverage highly confidential information, including new store opening locations and dates, store closing locations and dates, team member compensation information, team member demographic information, and material reputational and strategic announcements before they are made public.
  • Provide recommendations regarding publicly disclosed political contributions for state elected officials
  • Enhance and develop Target's presence and reputation at industry conferences and leverage those conferences to build relationships with elected officials and other government affairs professionals
  • Facilitate grassroots activities, including calls to action, field advocate deployment, planning meet-and-greets, making the necessary attendee and venue arrangements, and attending functions.
  • Establish and maintain working relationships with Director Business Partners to develop a working knowledge of their business, priorities, and strategies, and leverage that understanding and judgment to provide timely updates on policy developments that have an impact on their business
  • Develop subject matter expertise on a wide range of policy issues, such as privacy, data security, taxes, alcohol, supply chain, store operations, financial services, energy and product safety, and provide insightful analysis on those issues with internal business partners
  • Create and update documentation to establish resources to retain key learnings and information regarding policy issues and their relationship with Target business practices
  • Represent Target in working groups, panels, and other discussions at industry conferences
  • Bachelor's Degree
  • 6-10 years of experience in Government Affairs or related field supporting WA, OR and CO
  • Excellent interpersonal and leadership skills
  • Solid decision making ability/Independent action
  • Ability to conceptualize and manage research and analysis on priority policy issues
  • Ability to apply retail knowledge to the analysis of public policy issues. 
  • Ability to analyze and react to political trends at both the state and national level
  • Strong oral and written communication skills
  • Proven ability to effectively communicate with senior leadership
  • Ability to build strong relationships with internal and external partners and form cohesive plans and processes across diverse business groups
  • Ability to travel as needed
  • Demonstrated ability to manage conflict and experience in high stress environments.
  • Advanced degree in a discipline or related field (advanced specialized degree may substitute for a portion of experience)
  • Previous experience in the retail industry
  • Previous experience and/or political relationships in the geographic territory
  • Previous experience with policy analysis in areas relevant to retail
