Work Shift/Work Hours: Day Shift

Days of Work: Monday-Friday; 8:00 a.m.-4:30 p.m.

Travel Required: No

Salary Range for ITS 3: $25.97-$42.69/per hour; $54,225-$89,137/annually

Salary Range for ITS 4: $28.84-$47.58/per hour; $60,218-$99,347/annually

Classified Status: Classified

Class Option: Data Systems

Bargaining Unit: 214-Professional/MAPE

 

Job Summary:

This position exists to participate in the application development, operations and maintenance of Election Division IT systems including but not limited to the Statewide Voter Registration System, Election Reporting System, Election Night Reporting, Polling Place Finder, and MNVotes.

 

Qualifications: This position requires a combination of strong technical skills, knowledge and demonstrated ability to contribute to a development team environment.

 

Minimum Qualifications for the Information Technology Specialist 3:

  • Three years of software development experience. A Master’s degree in Computer Science, Management Information Systems or a related field may substitute for three years of experience; OR a related Bachelor’s degree may substitute for two years of experience; OR a related Associate’s may substitute for one year.
  • Solid programming skills in: C# and OOP.
  • Understanding of software development lifecycle skills.
  • Experience developing web applications using ASP.Net Webforms, ASP.NET MVC or ASP .NET Core.
  • Ability to multitask and work within a team environment
  • Ability to work with clients and information systems staff to understand requirements and develop applications.

 

Minimum Qualifications for the Information Technology Specialist 4:

  • Four years of software development experience. A Master’s degree in Computer Science, Management Information Systems or a related field may substitute for three years of experience; OR a related Bachelor’s degree may substitute for two years of experience; OR a related Associate’s may substitute for one year.
  • Strong programming skills in: C# and OOP.
  • Solid understanding of software development lifecycle skills.
  • Experience developing web applications using ASP.Net Webforms, ASP.NET MVC or ASP.NET Core.
  • Ability to multitask and work with minimal supervision.
  • Ability to work with clients and information systems staff to understand requirements and develop applications.

 

Preferred Qualifications:

  • Familiarity or knowledge of UI design and implementation to include but not limited to CSS, HTML5, JQuery, JSON, JavaScript, Responsive Design using Bootstrap or similar
  • Familiarity with WCF / SOAP & and WebAPI / REST web services, working with client side frameworks like JQuery, knockout.js, angular.js, to name a few, developing design specifications, and documenting development work
  • Familiarity with UI Accessibility guidelines and standards
  • Experience with Microsoft SQL Server.
  • Experience with analyzing, troubleshooting and designing SQL Server stored procedures, functions and general database design concepts
  • Familiarity of Agile (SCRUM) Development Process
  • Writing and presentation skills sufficient to prepare and disseminate election-related materials.
