Responsible to build HR's vendor strategy, governance tools, and engagement plans.  Establishes and utilizes vendor evaluation criteria, governance tools, and data and relationship analysis to deliver a holistic understanding of the vendor ecosystem within the HR business/function.  Works with capability owners, vendor managers, vendors, and senior HR leadership to ensure strategy enables HR strategic objectives, appropriately governed, and executed.  Proactively benchmarks internal vendor management approaches and external industry standards and trends to ensure HR vendor strategy is progressive and continually striving for mutually beneficial vendor relationships.

Additionally, this role is responsible to develop and coordinate tools and routines to govern expense management across HR at Target.  Provides consultation for cost center owners as budgets are developed and expenses are managed.  Works with cost center owners, finance partners, and senior HR leaders to understand, govern, and manage budgeting and spend.


1. Strategy: Develops a strategic apporoach to understanding and optimizing HR's vendor ecosystem.  The vendor strategy is promoted and engaged by leaders/teams across HR and vendor network in pursuit of relationships that support HR's strategic objectives and result in mutual benefit between HR and our vendor network.  

2. Tiering: Enable prioritization, establish and continually maintain evaluation critieria to categorize HR's vendor network with a holistic emphasis on spend, criticality of purpose, alignment with Target's objectives, and innovation.

3. Engagement: Defines and manages a leadership engagement strategy with vendor network that encourages vendor support of HR's strategic objectives, innovation, investment, and continues to enhance beneficial two way relationships between Target HR and our vendor community.

4. Governance: Builds, maintains and ensures consistent usage of governance tools and standards that support consistent evaluation, promotes compliance, and support vendor management and strong relatiosnhips. 

5. Demand Management: Identifies and acts on opportunities to enhance the nature of vendor relationships and increase value to Target.

6. Partnerships: Interfaces regularly with HR Leadership team, IS&P COE, HR capability owners and/or executive sponsors, vendor managers, and other Target vendor managers to maintain the integrity of the HR vendor strategy and enhance the value delivered.

7. Benchmark: Internal and industry vendor strategies to ensure approach is progressive.

8. Vendor Management Resources: Creates tools, reporting, and routines for all HR cost center owners to ensure consistent governance and documentation of expense management and budget creation.  Acts as a resource to enhance understanding and engagement in budget creation and expense management.

9. Acts as a liaison between HR and finance to ensure ongoing coordination of expense management. 

10. Project management of cyclical processes, including but not limited to budget development and year end readiness.

11. Ongoing interaction and communication with cost center owners, finance partners, senior HR leadership to build financial acumen, accountability, and performance.

12. Self-development -- Proactive in identifying and participating in training and development programs, classes or work experiences to strengthen capabilities for future performance.



• Four-year degree

• Eight to ten years related work experience, including but not limited to HR, vendor management, budget management

• Strategic vision and experience building strategy, governance, tools, and routines

• Demonstrated experience successfully interfacing with senior leadership

• Demonstrated ability to think critically and deliver results
