ASSOCIATE VICE PRESIDENT BILLING AND ENROLLMENT Position DescriptionThis position is responsible to oversee the comprehensive enrollment, member billing, premium payment, and reconciliation functions and processing for UCare members at the highest standards of operational efficiency and customer experience. Ensure processing is completed in compliance with all relevant regulatory and contractual obligations and performance is measured against industry standards for productivity, quality and cost. Develop and manage department budget. Provide leadership, support, coaching, and development for department staff. Develop productive cross-department relationships and participate in leadership and governance on company-wide projects and committees. Contribute to overall UCare strategy, business planning, and culture via participation as a member of the UCare Leadership Team.·Perform and oversee the recruitment, selection and retention of a high quality engaged team of professionals and staff. Monitor onboarding, ongoing training and development, and engagement across the entire team. Mentor and coach to the next level. Ensure clear expectations, goals and performance standards are established and performance is managed in a timely manner. ·Oversee the design and functioning of the Billing and Enrollment Department's operational activities related to overall enrollment processing, member billing, receivable management, and enrollment and revenue reconciliation. Ensure department operations are designed and managed in a manner such that:o Processes are efficient, effective, and produce timely and accurate results.o Company goals for a high quality, member focused experience are supported. o Federal, state and purchaser contractual requirements and regulations (i.e. CMS, DHS, MDH, OCI, and DOC) are complied with.o Issues are resolved in a timely manner. ·Lead efforts to plan, develop and implement new and innovative approaches to drive continuous improvement relative to productivity, quality, resource utilization and member experience through a working knowledge of departmental procedures, tools and cross-functional interdependencies.·Lead the development and execution of departmental annual open enrollment readiness activities and resource capacity planning. Advise and coordinate with company-wide readiness efforts.·Collaborate with Product Management and Business Development in the design and development of new or refined products and services to meet company strategic goals, but balance with the operational framework. ·Develop and maintain strong, collaborative relationships with all major external vendors and entities that provide tools and service that support or impact department functions. Perform and/or oversee performance management, strategic alignment, resource commitment, initiative planning and execution, and contract negotiation. ·Contribute to the planning, development, execution and monitoring of member experience strategy via participation in the company-wide Member Experience Committee. ·Lead Billing and Enrollment department portion of regulatory and other audit activities. Coordinate with department team leaders and staff as needed and other department's personnel, as appropriate. ·Serve on various governance committees, work groups and other teams as needed, most notably related to information systems related or other projects that impact department functions. ·Ensure collaborative and effective relationships are in place between the department and other key organizational departments, including with its peer leader, to ensure cross-functional coordination and communication is strong. ·Promote a department culture consistent with the overall company mission, values and culture.·Establish and manage department standards, communications, training, and quality assurance to ensure department requirements are met. ·Develop and monitor an annual department plan and budget that is consistent and supports overall company strategy and goals.·Participate actively in company-wide strategic planning and leadership as a member of the UCare Leadership Team. ·Other projects and duties as assigned.EducationBachelor's degree in business, healthcare administration, public administration, management or a related field is required. Advanced degree in business or health care desirable.Required ExperienceTen years' experience in health plan operations at a Director or Sr. Director level with product and operational knowledge of Medicare, Medicaid and Commercial. Strong acumen of member experience and lifecycle from prospect through experiencing health plan benefits. Strong managerial experience with responsibility for selection, appraisal, development and coaching of staff and experience with budget development and management for operational areas.Preferred ExperienceFive years' experience in a leadership role in Operations of a managed care organization. Prior health care experience, especially in a health plan (HMO/Insurance) setting.
