Position Overview:
The Document Production Analyst is responsible for the management of the writing, proofing, creation, filing, printing and fulfillment of regulatory and member documents. This includes, but is not limited to, enrollment forms, ID Cards, enrollment/billing/claims letters, invoices, EOC's, EOB's, SB's, formularies, directories, LIS riders, and annual mailings. Responsibilities include the overall relationship, performance and management of Medica's regulatory document vendor and the oversight of pertinent work in the print & fulfillment area.
Regulatory document development, maintenance & management - 40%
  • Develops and implements all regulatory documents according to regulatory guidance including, but not limited to: enrollment forms, ID cards, enrollment/billing/claims letters, invoices, EOCs, EOBs, SBs, formularies, directories, LIS riders, annual mailings and other member documents
  • Monitors the core elements of the document vendor agreement and measures performance against contracted standards
  • Assesses market value of document vendor services and leads RFP or other appropriate procurement process as needed
  • Establishes and manages document version controls
  • Ensures timely implementation and oversight of document usage at the appropriate vendors (i.e. Lasermark, Optum)
  • Coordinates with Marketing for posting documents to the portals and the creation of sales and member kits
  • Coordinates necessary language translations, alternative formats (Braille, large font), and 508 remediation of documents
Document templates & filings - 15%
  • Manages templates and the regulatory filings of the documents
Document printing & mailing - 15%
  • Collaborates and coordinates with Medica's print fulfillment area to ensure documents are printed, inventory levels are managed and mailed in a timely and accurate manner
  • Collaborates with Medica's print fulfillment area on cost containment initiatives
  • Responsible to the quality of mailing lists including retrieval/preparation
  • Coordinates with other vendors to ensure the correct letter templates are implemented and utilized
Government Advocacy and Project Participation - 15%
  • Participates on internal and external regulatory work groups, sponsored by CMS, DHS or other regulatory bodies, that relate directly to government document requirements
  • Serves as an advocate for segment initiatives that require CMS, DHS or other regulatory bodies interaction or approval from regulatory entities
Quality - 15%
  • Ensures the accuracy of regulatory documents that are mailed to appropriate members
  • Establishes key controls at each stage of the process and monitors accordingly
  • Coordinates and holds the document creation vendor and Medica's print fulfillment area accountable to ensure accuracy in their work

Minimum Qualifications/Requirements
  • Minimum education level required to qualify for the position: Bachelor's degree or equivalent experience
  • Minimum years' experience required in the field to qualify for the position: 5 years
Specific types of experience or skills required:
  • Minimum of 2 years working with regulatory and member documents & contracts
  • Detailed knowledge of health insurance and managed care products, benefit design and member policy holder documents
  • Proven ability to partner with internal departments and vendors to achieve quality results
  • Excellent written and verbal communication skills
  • Superior attention to detail and proof reading skills
  • Vendor or account management
  • Strong drive for results and accountability
  • Demonstrates a high degree of initiative and must be a self-starter
