Management and Program Analyst/ PD# 23006-O
Reports directly to the Deputy Director of Contracting (DDoC) of the Network Contracting Office (NCO) and is responsible for gathering, compiling and coordinating data for reports in order to develop and conduct comprehensive investigative studies for decision making purposes. Consults with management at the NCO, Service Area Office (SAO) Regional Office, VHA Central office, and strategic planning subject matter experts. Formulate and defends strategic plans and directions, discuss overall intent of plans, actions or projects, and determine detailed guidelines for studies, utilizing knowledge of subject area, research techniques, and regulatory limitations. Organizes and analyzes data from all sources, using statistical methods to ensure validity of results. Ensures information is provided within time frames needed; tracks and collects data for all NCO metrics and internal controls in addition to analysis, defends and helps the Director of Contracting (DoC) and DDoC influence managers and other officials to accept and implement findings and recommendations. Provides data analysis and concise findings and recommendations for management meetings involving planning, budget, and program matters concerned with the establishment of policies and decisions that will ultimately lead to the accomplishment of mandated SAO goals and objectives. Adapts to an ever-changing environment and develops new methods for the measurement and improvement of effectiveness and productivity of the organization and operating programs. uses Public Laws, VA Manuals and Directives, Federal Procurement and Veterans Administration Acquisition Regulations as the basis for interpretations, decisions, and correct application of SAO systems, principles, contract methods, and techniques.
