The Management and Program Assistant works in the Care in the Community Service line located at the Cedar Avenue location in Richfield, Minnesota. This Department is organizationally aligned under the Nurse Executive for the Health Care System and is responsible for the coordination and management of Veterans care that is done in the community.

Responsibilities

The Management and Program Assistant is responsible for extracting data from various systems to include, but not limited to, VHA Support Service Center (VSSC), Veterans Health Information System and Technology Architecture (VISTA), Financial Management System (FMS), Fee Basis Claims Software (FBCS), and Computerized Patient Record System (CPRS.) Using advanced knowledge of financial and clinical information systems, the incumbent is responsible for identifying variables in data and developing automated routines that produce formatted, usable reports for completion of functions, audit reporting requirements and financial record-keeping. They are also responsible for writing queries using MS Access for use in financial reporting.

The incumbent develops internal auditing systems for Non-VA care program that involve the use of data-based and analysis, and systematic reviews to ensure accurate and legitimate uses of resources, and equitable distribution of workload, and a smooth and continuous process flow. Incumbent is responsible for continuous monitoring of these audits and reviews to ensure compliance for federal law and VA regulation.

Incumbent monitors the use and rate of expenditures of the funds through continued dialog with clinical program managers. S/he advises Chief Finance Officer, Nurse Executive, and Operations Manager on the status and availability of funds.

Incumbent/s identifies fluctuations of costs and usage, programs in need of supplemental adjustments and programs that may contain surplus funds.

Independently plans and recommends to Care Coordination management and staff, budgetary level for each department based upon an availability of total resources for purchased care.

The incumbent is responsible for working with financial staff, nursing staff, clinical program managers, Central Business Office staff, private-sector clinics, private-sector hospitals and third-party payers ensuring processes are in place to meet required legislative actions governing the Veterans Care in the Community program.
