Position Description

This position is responsible to manage UCare's member material review and submission process. Responsible for Government Relations' regulatory review of Medicare, Medicaid and commercial marketing and member materials; submission of Medicare and Medicaid materials to regulators; and department documentation functions. Primary liaison to Medicare and Medicaid regulators for submission and tracking of materials. Lead coordination and communication with internal departments on materials submission and review, and documentation of that process. Train and oversee colleague(s) in the review and submission of Medicare and Medicaid materials to regulators. 

·Lead the analysis and communication of the regulatory marketing requirements of each Medicare and Medicaid product, specifically those necessary for the review and approval of materials. Subject matter expert of CMS' Medicare Marketing Guidelines and DHS' Materials Guide. Create the annual Medicare Marketing Guidelines Work plan and present changes to stakeholders.

·Manage the timely review, submission, and tracking of Medicare, Medicaid, and commercial marketing and member materials. Maintain timely communication with internal departments during the material review and submission process. Understand the reason for, and background of, materials, and the functions of corresponding internal departments. Primary liaison to CMS and DHS for all communications related to Medicare and Medicaid materials submissions and tracking. Develop and revise department policies and procedures governing the review and approval of Medicare and Medicaid member materials.

·Train internal staff on UCare's system for tracking the creation, review, submission and fulfillment of marketing and member materials.

·Lead cross-departmental member materials subgroups to ensure marketing and member materials are available timely and compliant for all products and address issues and questions. As appropriate, participate in other materials-related initiatives to ensure accurate and timely materials review and approval for all products.      

·Manage the department database of all materials submitted, reviewed, and approved internally and/or by regulators. Maintain electronic records of all communication related to review and approval of those marketing and member materials. 

·Lead the identification of strategies to streamline the materials review processes, including annual facilitation of the Member Materials process maps.

·Train and oversee colleague(s) in the review and submission of Medicare and Medicaid materials to regulators.

·File Senior Select rates with Department of Commerce.

·Develop and maintain tools for organizational use to assist with the review, development, and submission of materials.  

·Other projects and duties as assigned.


Associate, Bachelor's degree or equivalent experience.

Required Experience

Two years professional experience in a health care delivery setting (managed care organization, regulatory agency, or health insurer).   Knowledge of CMS' Medicare Marketing Guidelines.   Knowledge of Medicare, Medicaid, and/or commercial regulatory requirements.

Preferred Experience

One year project management experience.
