Street Division Manager Position Profile

Status:  Full-Time regular position, non-exempt

Salary:  Starts at $80,246 to $96,304 annually

Benefits: Qualifies for full-time benefits date of hire

Location: Maintenance Facility, 15150 Technology Drive

Hours: Standard business hours (7am-3:30pm), may vary based on business needs

Reporting Relationship: Reports to Public Works Director

Public Works Department

The Public Works Department is comprised of Engineering, the Water Treatment Plant, Utility Field Operations, Street Maintenance, Fleet Services, and Environmental Services. The department is responsible for the environmental management, design, construction, and maintenance of the street, water, sewer, and drainage infrastructure systems in the community. 

Position Responsibilities

The Street Division Manger manages fourteen full-time employees and an operating budget, which is intended to provide and maintain dependable, cost-effective, high quality right of way maintenance and operation to the residents of Eden Prairie. The primary position responsibilities and areas of impact are: 

  1. Plans yearly work schedules to coordinate city staff and contractors for all right of way maintenance including seal coats, overlays, patching, striping, signage, signals, emergency warning sirens, sweeping and roadside vegetation control; coordinates maintenance activities with engineering and utility division staff.
  2. Plans and develops strategies to coordinate street/park/fleet/utility employees in snow plowing and ice control operations.
  3. Prepares operations budget, directs purchasing and quote process, and monitors budget and sign off of invoices.
  4. Arranges training needs to ensure standards are met, investigates work accidents and completes supervisory reports, ensures safety precautions/programs are followed, coordinates with safety director.
  5. Conducts interviews for full-time and part-time positions, conducts staff meetings, monitors time and attendance approves over-time and comp time, responsible for performance reviews, enforces discipline policy.
  6. Prepares annual performance evaluations and mentors staff.
  7. Directs lead persons to meet goals/deadlines and call out for emergencies.
  8. Coordinates with other departments, divisions, and contractors.
  9. Keeps abreast of new developments and improvements in municipal industry; promotes changes in ‘best practices’ to best serve residents.  
  10. Maintains an excellent driving record and obtains a CDL with air brakes and tanker endorsement within 6 months of date of hire.

Education: Associates degree, two year technical training or Public Work’s Management Certificate required; Commercial Driver’s License (CDL-Class A) with air brakes and tanker endorsement preferred.

Work Experience: Minimum 5 years of related experience; progressive project and personnel management experience preferred.

Technical Skills: Proficiency in MS Office (Word, Excel, Outlook) required. Valid driver’s license and excellent driving record required.

Physical Effort:  Occasionally there are outdoor activities such as observing and navigating on, around and through public and private infrastructure (streets, utilities, buildings, etc.) The ability to balance and prioritize multiple projects and initiatives with frequent interruptions.

Working Conditions:  Most work involves a normal office environment with occasional out-of-office meetings and visits to construction sites.  In addition, some outdoor activities occur where you are exposed to traffic impacts, uneven terrain, construction and grading sites/equipment, noise, dust, weather, etc.
