Position Title:            Program Officer, Rural Healthcare
Reports To:              Program Director, Rural Healthcare

Rural Healthcare Program

Helmsley’s Rural Healthcare Program funds innovative projects that use telemedicine and other information technologies to connect rural populations to specialty medical care, bring the latest medical therapies and equipment to patients in remote areas, provide state-of-the-art training for rural hospitals and EMS personnel, and foster incentives for healthcare personnel to train and serve in rural areas. The program awards grants in the upper Midwest states of North Dakota, South Dakota, Nebraska, Wyoming, Minnesota, Iowa, and Montana.

Position Summary

Helmsley seeks a Program Officer (PO) for its Rural Healthcare Program to develop a novel patient-focused grants portfolio intended to help those living in rural areas have better access to high quality healthcare and behavioral healthcare. The PO will have a visionary mindset, driven by foresight and an entrepreneurial spirit to find better and/or new ways to improve healthcare in remote areas, whether through technology, pilot programs, partnership-building, workforce development, or myriad of other approaches. The PO will be responsible for proposing a portfolio of grants in service of this goal, and then managing them in full partnership with our grantees. This PO will manage a portfolio of current and future grantees with an emphasis on behavioral health.

Responsibilities

The PO will assist the Program Director to develop, implement and manage a multimillion-dollar annual grants program. Some overnight travel will be required. Primary responsibilities include providing intellectual and organizational leadership in:

Grant Making and Monitoring

  • Sourcing new projects and facilitating due diligence;
  • Evaluating proposals;
  • Monitoring a growing program and grants portfolio;
  • Managing the program’s grants through each grant life-cycle, including grant application, due diligence, implementation, evaluation, and providing technical support to applicants and grantees; and preparing concise, analytical, and compelling grant recommendations to Trustees;
  • Working with grantees to track progress on grants and outcomes;

Development of Strategic Plan and Team Management

  • Designing and implementing programs and partnerships with a patient-centered mindset driven equally by scientific rigor and deep compassion
  • Contributing to program development by organizing site visits, meetings, and symposia that further the development goals of the program
  • Supervising program support staff as needed, and managing the administrative duties related to this responsibility;

Helmsley Collaboration and Personal Leadership

  • Collaborating with our Communications team to drive further impact through effectively communicating or working to select audiences and at key moments;
  • Sharing the Rural Healthcare Program’s knowledge and expertise to assist other Helmsley programs and departments achieve their goals
  • Leading by example; be a role model and advocate for Helmsley’s culture of
    • continuous learning and improvement in the pursuit of excellence,
    • embracing a sense of urgency, innovation and informed risk taking,
    • respecting and valuing the individual, and
    • working and learning together as partners
  • Collaborating with colleagues in cooperative approaches to grantmaking; and
  • Performing other duties as assigned.

Desired Qualifications

  • Bachelor’s degrees (master’s degree or higher preferred) required.
  • Minimum five years’ relevant experience required.
  • Experience in grants administration including foundation management that includes creating protocols and reviewing financial budgets.
  • Background in behavioral health, system administration or experience at a health organization preferred.
  • Experience in managing multiple priorities effectively; outstanding time management.
  • Proven track-record of working effectively in a team-oriented environment.
  • Strong written and oral communication skills with the ability to translate concepts succinctly to diverse stakeholders and audiences.
  • Ability to think outside the box to achieve desired outcomes.
  • Must be organized and have strong interpersonal and communication skills.
  • Demonstrated ability to exercise independent judgment and initiative; and to work under deadlines and changing priorities.
  • Able to maintain confidentiality of information.
