JOB SUMMARY

The Lead Payroll Administrator is the payroll subject matter expert responsible for the processing of the bi-weekly payroll production cycle. The Lead Payroll Administrator ensures all payroll activity is completed in accordance with federal and state labor and tax laws, and processed accurately and timely. This position is also responsible for HRIS system maintenance as it relates to all payroll applications.

ESSENTIAL FUNCTIONS

  • Bi-weekly Payroll Production Cycle: Prepares and delivers the bi-weekly payrolls. Maintains timekeeping systems, garnishments and all logistical aspects of delivering an accurate and timely payroll. Processes payroll adjustments, retro pay, garnishments, and other special items. Processes, prints and distributes special payments. Ensures all payroll operations comply with University policies as well as federal and state regulations.
  • Payroll Accounting Processes: Completes payroll accounting and ensures all liability accounts balance to zero. Computes and processes timely and accurate bi-weekly federal and state payroll tax deposits. Files and pays all quarterly tax returns with the federal and state governments. Completes redistribution of labor expenses as needed.
  • Audit Processes and Controls: Develops and maintains internal controls on all payroll related tasks. Prepares, reviews, and reconciles all payroll reports before, during and after the finalization of all payrolls. Works with internal and external auditors and as well as federal and state agencies in the review of all payroll related processes. Assists in the creation and maintenance of all back-up and disaster recovery plans.
  • HRIS Systems Maintenance: Routinely reviews taxation rules and evaluates the accuracy of rules as they apply to currently established earnings and deduction codes. Creates and tests new deductions and earning codes. Analyzes business requirements, related operations, and technology. Manages the configuration and system requirements for Banner and other timekeeping systems to include the coordination and testing of upgrades and new functionalities.
  • Federal and State Regulations: Remains current with all federal and state regulations regarding taxation and other payroll related compliance. Analyzes and pro-actively manages changes to include set-up and maintenance of taxation rules, earnings codes, and deduction tables within the HRIS system.
  • Year End Processing: Maintains tax controls to ensure all regular and manual payrolls balance accurately to W-2 totals. Investigates and resolves discrepancies. Creates and files all W-2's. Researches and corrects any errors related to annual W-2's.
  • Other duties as assigned.

QUALIFICATIONS

Minimum Qualifications

  • Bachelor's degree
  • Seven years of professional level payroll experience

Preferred Qualifications

  • Current Certified Professional Payroll (CPP) designation, (or the ability to recertify)
  • Experience working with in-house HRMS payroll applications, (e.g., Banner, PeopleSoft, SAP, etc.)
  • An equivalent combination of education and experience from which comparable knowledge and skills have been acquired may be substituted
