    ASSOCIATE SUPERINTENDENT OF MIDDLE SCHOOL EDUCATION
    Full Time  12 months

    Provide administrative oversight of the Anoka-Hennepin School District programs in accordance with Minnesota Department of Education and School Board directives, standards and goals by performing the following duties personally or through subordinate principals or directors.  Assist the Superintendent in directing the administration, coordination, and supervision of the District’s educational programs.


    DUTIES AND RESPONSIBILITIES

    LEADERSHIP AND ADMINISTRATION
    1. Assumes overall administrative responsibility for personnel, services and programs in District middle schools, Special Education department, and Student Services department.
    2. Assumes general administration, through the supervision of the principals, for the operations in all District middle schools.
    3. Supervises the Directors of Special Education (inclusive of all functions under the Director of Special Education).
    4. Supervises the Director of Student Services (inclusive of all functions under the Director of Student Services).
    5. Supervises the effective and efficient implementation of the educational and instructional programs in compliance with state, and federal regulations, district policy and the provisions of the District’s collective bargaining agreements.
    6. Supervises and appraises performance of personnel assigned to the areas of responsibility.
    7. Assumes primary responsibility for evaluating and reporting effectiveness of programs and services in area of responsibility.
    8. Attends School Board meetings; prepares and presents reports to School Board as requested by Superintendent.
    9. Informs Superintendent of requirements and needs of middle school-level education, the needs of the Special Education department, and Student Services department.  
    10. Works with principals to develop a shared vision, clear goals, high performance standards and research based strategies to support and inform the teaching and learning processes at the middle schools.
    11. Establishes a culture and expectation that middle school principals will create an environment that addresses diversity of needs and allow for the inclusion of all students including, English Language Learners and students with special needs.
    12. Motivates and inspires middle school principals and teachers to perform at the level of excellence necessary to improve student achievement and close the achievement gap between racial, ethnic and economic groups. Stays abreast of key programs and initiatives and effectively communicates the district’s priorities and progress to diverse groups of internal and external stakeholders. Demonstrates the ability to successfully facilitate conflict resolution and collaborative decision making. Sets priorities and measurable goals and effectively manages district resources to support priorities and goal achievement of goals. Leads and participates in key district programs, strategic planning, initiatives and professional meetings. Assists in the creation of all reports, records, and other paperwork as required by the School Board, state and federal, or paperwork that may be appropriate to the District’s administration. Creates a culture of high expectations and supports high performing educational leadership teams. Keeps the Superintendent informed and works cooperatively with all other administrators in school and district-related matters. Supports Employee Services department in recruiting, screening, recommending for employment, and assigning of middle school administrative personnel and Special Education department administrative personnel. Member of the Superintendent’s Cabinet, the leadership team for the school district. Performs other duties and assumes such other responsibilities as may be assigned by the Superintendent.
    CURRICULUM AND INSTRUCTION
    1. Keeps abreast of middle school-level educational development, reform and best practices, and works in collaboration with the Director of Secondary Curriculum in bringing effective, innovative programs into the middle schools.
    2. Supports actively the instructional process by providing ongoing feedback and support to middle school principals through regular site visits, classroom observations, review of data and trends with a focus on student learning and overall school improvement.
    3. Provides overall direction of development and implementation of staff development programs appropriate to needs of middle school staff.
    BUSINESS
    1. Assists with the development and monitoring of budgets including staffing needs, instructional materials and resources, and provision for the activities in the areas of responsibility.
    2. Assumes primary responsibility for working with direct reports and other staff in remodeling projects, planning new additions, and planning new buildings.

    Supervisory Responsibilities:  Directly supervises Middle School Principals, three directors, and an Administrative Assistant and indirectly supervises their reports.  Has responsibility for the overall direction, coordination, evaluation and supervision of these employees in accordance with District policies and applicable laws.  Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

    MINIMUM QUALIFICATIONS:  MN Superintendent License required.  Master’s degree required in education field required.  Six years of education leadership, management, and supervision experience, including at least three years middle school/high school principal experience and/or central office experience. Knowledge of principles and practices of assessment, curriculum, instruction, educational leadership, educational best practices in literacy, math, ESL and special education.  Knowledge of principles and practices of educational reform models and best practices.  Knowledge of use of technology for instructional purposes.  Knowledge of classroom policies, procedures and processes.  Knowledge of principles, practices and procedures of public administration in an educational setting.  Knowledge of administrative principles and practices, including goal setting, program development, implementation and evaluation, and the management of employees through multiple levels of management.  Knowledge of functions, authority, responsibilities and limitations of an elected Board.  Knowledge of principles and practices of developing teams, motivating employees and managing in a team environment.  Knowledge of principles and practices of budget development and administration.  Knowledge of applicable legal guidelines and standards affecting the District.  Knowledge of social, political, economic, environmental and related issues influencing District functions and activities.  Knowledge of techniques for dealing with a variety of individuals from various socioeconomic, ethnic and cultural backgrounds, in person and over the telephone, occasionally when relations may be confrontational or strained.  Knowledge of principles and techniques of making effective oral presentations.  Skilled in designing, organizing and leading systematic change processes in a large, complex and diverse environment.  Skilled in effectively utilizing and managing limited resources to support strategic organizational goal attainment.  Skilled in maintaining composure, and working effectively under stressful conditions.  Skilled in planning, organizing, administering, coordinating, reviewing and evaluating a wide variety of District programs and services through school administrative staff.  Skilled in developing effective work teams and motivating individuals to meet goals and objectives and provide customer services in the most cost effective and efficient manner.  Skilled in developing and implementing goals, objectives, policies, procedures, work standards and internal controls.  Skilled in interpreting, applying and explaining complex laws, codes and regulations.  Skilled in preparing clear and concise reports, correspondence and other written materials.  Skilled in using initiative and independent judgment within general policy guidelines.  Skilled in using tact, discretion and prudence in dealing with those contacted in the course of the work; dealing successfully with a variety of individuals from various socio-economic, ethnic and cultural backgrounds, in person and over the telephone.  Skilled in operating a personal computer using standard and specialized software.
    Skilled in communicating effectively verbally and in writing.

    PREFERRED QUALIFICATIONS:  MN Director of Special Education License preferred.  Three years experience supervising special education services and programming preferred.

    Start Date:  7/1/19

    Salary:  $150,275 and up, DOQ, and up to 10% annual performance pay, plus generous benefits package
