Under Executive Director's supervision, performs tasks of moderate to complex difficulty in coordinating and communicating District field operation activities to staff, the general public and the news and social media platforms. Supervise, direct and evaluate reporting staff.
  
EXAMPLES OF ESSENTIAL DUTIES: 
Assist the Executive Director by responding daily to citizen inquiries for information by phone and/or letter

Develops, coordinates information and maintains District Web presence
Computer proficiency in publishing, presenting and office software; website design and knowledge of social media
 Prepare public information literature as needed
 Represent the District as a liaison at public meetings

Prepare and supervise an educational booth for county and state fairs
Coordinate information programs to agencies, schools, civic clubs and environmental groups
 Maintain records on all property owners to obtain access to uncontrolled sites

Develop and conduct training programs, making sure all employees know District safety procedures

Facilitates certification for chemical application from the Department of Agriculture for all permanent field employees
Maintain District compliance to right-to-know laws
Maintain and annually revise employee field manual
Writes District Press Releases in coordination with program activities
Supervises and provides work direction for two regular full-time employees
Conducts yearly performance reviews of assigned personnel
Works with Human Resources to conduct effective training and supervision of staff and to ensure consistency of operations, processes, training, and records

Perform other job-related duties as required.

MINIMUM QUALIFICATIONS:
Bachelor's degree in journalism, mass communication, the biological sciences, public administration, education or related field; one to three years related work experience; or equivalent of education and experience; or demonstrated capabilities to perform the job duties. Must possess or obtain within 6 months of hire, Minnesota Dept. of Agriculture Pesticide Applicator Certification (general and category L). Must have a Minnesota Driving License and satisfactory driving record.

KNOWLEDGE REQUIRED:
•    Principles of public relations
•    Teaching methods and technical literature
•    Experience with social media sources for the Department (website, Facebook, Twitter, Neighborhood level social media)
•    County government organizations
•    Knowledge of mosquito control and integrated pest management methods
•    District operations, insecticide and application methods

SKILLS REQUIRED:
 
Skill in oral and written communication
•    Proficient utilizing desk top and web design software
•    Ability to independently prioritize daily work flow
•    Maintaining records and preparing reports
•    Prioritizing and assigning work direction
•    Leading staff
•    Must perform on a daily basis basic reading, writing, mathematics and analyzing data, manage resources, and evaluate performance of others
•    Ability to establish and maintain a working relationship with the public, field and office staff, and other government agencies.
•    Ability to work diplomatically with concerned agencies.
PHYSICAL REQUIREMENTS:
 
Positions in this class typically require: fingering, grasping, reaching, standing walking, talking, hearing, seeing and repetitive motions.
 
Exerting up to 50 pounds of force occasionally and/or a negligible amount of force frequently or constantly to manipulate, lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
 
Incumbents may be subjected to visiting out door field sights and operating a motor vehicle and driving a District Parade Float at events.
