The South Dakota Board of Regents (SDBOR), located in South Dakota’s capital city of Pierre, SD, is seeking nominations and applications for a dynamic leader for SDBOR System Vice President for Finance & Administration (VPFA). The successful applicant will have the opportunity to provide strategic financial leadership for the state’s six public universities. The public university system is integral to the growth of South Dakota’s economy, providing a pipeline of employees to contribute to economic development and become leaders in government, business, healthcare and education in South Dakota.
Reporting to and working closely with the Executive Director & CEO, the VPFA serves as the chief financial officer for the system and will have significant direct contact with members of the Board of Regents on strategic financial decisions and fiscal oversight management. The VPFA provides vision and strategic leadership for management, direction, control, and coordination of fiscal activities for the system. The SDBOR VPFA fosters relationships with partners in state government, and regularly provides reports for or testifies before the legislature and board. This position works with senior leaders throughout the system to complete strategic planning for capital development and improvement projects, bonding, debt capacity analysis and facility maintenance and repair. The VPAA also has direct oversight for a number of areas that assist the system in meeting its strategic goals including the implementation of technology solutions, strategic planning for tuition and fees, utilities, leasing and services, and space utilization and planning. The VPFA develops and manages policies and works with multiple constituencies both internal and external to the system. Work is performed within policies included in state and federal law and administrative regulations with wide latitude for the exercise of leadership, collaboration, independent judgment, and decision making.
The successful candidate will possess an earned Master’s degree or be a certified public accountant, and seven to ten years of comprehensive financial leadership responsibilities are required. Critical to the new VPFA’s success will be a track record of being a successful change agent, building partnerships, and leading innovation in a complex organization or system; experience in the public sector is preferable. The successful candidate must be able to show experience and success in strategic planning, humane and efficient staff management, and strategic resource development and allocation.
