As a Senior Service Manager in Telecommunications Expense Management, you will support a portfolio of complex voice & data products and services. Responsibilities include adhering to end to end business process required to procure, order, process, pay and allocate expenses for telecommunications services provided at the appropriate rates, as well as the expense and data analytics to manage and control telecom costs. This position is responsible for the implementation of voice/data services based on specific infrastructure or project requirements. This position is required to have extensive knowledge/skills in data and voice network infrastructure. You are expected to multitask and prioritize your own workload, soliciting input from managers/partners as needed. Must be able to address and resolve complex problems. You are expected to work with both internal and external clients to ensure a quality solution is delivered and all issues are identified, escalated and resolved in a proactive manner.

Place orders for all network (voice, data and corporate wireless) services utilizing all associated tools including vendor web based, internal and Microsoft products. 30%
  • Understand and articulate complex network configurations
  • Meticulously populate existing vendor order templates
  • Communicate with providers and/or internal resources
  • Serve as a key resource to internal clients; act as their primary network order SME

Perform the Telecommunication Expense Management function utilizing all associated tools including 3rd party web based, SAP and Microsoft products. 25%
  • Identify, allocate and pay accounts to appropriate cost centers.
  • Investigate misapplied payments and communicate with providers and/or Accounting.
  • Understand and be able to track payments through multiple payment methods.
  • Serve as a key resource to internal clients; act as their primary telecommunications finance counterpart.
  • Identify opportunities for process improvement and implement cost saving methods utilizing standardized TEM methodology to drive efficiencies (i.e. forecasting, budgeting internal processes.)
  • Validate all charges, ensuring Target is paying for the right services at the correct contracted rate
  • Understand appropriate allocation information and be able to articulate to internal partners factors for allocation
  • Work closely with business, financial and Connectivity partners to ensure accurate forecasting and appropriation issues have been raised for awareness

Continuously audit spending in all categories in an effort to eliminate billing errors and to seek out savings opportunities. 20%
  • Identify, research, and resolve inquiries and inefficiencies
  • Identify opportunities for process improvement and implement cost saving methods utilizing standardized TEM methodology
  • Conduct risk-based internal audits of operational, financial and telecommunication functions globally
  • Prepare clear and concise documentation to support conclusions and findings.


Establish and maintain circuit/point of service inventory, gather network usage reports and disconnect unused or underutilized services 10%
  • Identify, research, and resolve inquiries and inefficiencies
  • Identify opportunities for process improvement and implement cost saving methods
  • Conduct risk-based audits of operational, financial and network functions globally
  • Work with Network resources to analyze and advocate course of action
  • Prepare clear and concise documentation to support conclusions and findings
  • Maintain inventory of all voice and data services on a global scale

Coordinate network services project work. 10%
  • Obtain requirements, provide pricing, solicit approval, process orders, obtain quotes, complete purchase requisitions, arrange for extension of wiring on circuits
  • Coordinate router configuration to be shipped, arrange/coordinate test/turn up of new circuits, dispatch repair if required.
  • Coordinate on site meetings between LEC (local exchange carrier) and internal resources

Documentation of TEM operational processes 5%
  • Fully responsible for coordinating with internal team members to establish processes
  • Document and publish to team SharePoint - Creating content
  • Communicate to internal partners and external partners


REPORTING/WORKING RELATIONSHIPS

Day to day working relationships with Business Partner(s), Service and/or Vendor partner(s) providing service delivery, Vendor Management teams, Support and Operations leadership and partners throughout TTS as necessary. Does not have a team of direct reports, rather the service delivery partner(s) is the team.

MINIMUM REQUIREMENTS:
  • Bachelor's Degree B.A./B.S (technical preferred) or equivalent work experience
  • Minimum of 6 years prior business/technology experience
  • Previous work with a Telecom Expense Management Tool preferred
  • Carrier Services Portfolio Management experience
  • Contract review/negotiation experience
  • Prior expertise with Local Exchange Carriers and Payment functions
  • Project management experience
  • Demonstrated track record of effective results oriented tasks
  • Ability to work in a fast-paced and rapidly changing environment
  • Ability to work independently with minimal direct supervision
  • Analytical, reasoning, and negotiations skills
  • Interpersonal, verbal, presentation and written communication skills
  • Willingness to collaborate with multiple partners
  • PC proficiency in Microsoft applications: Word, Excel and PowerPoint
