TECHNICAL BUSINESS ANALYST

Position Description

This position is responsible for collaborating with business subject matter experts to elicit Business Requirements and Business Needs. This position will be responsible for taking the Business Requirements and creating the Functional Requirements and Specifications that developers can use to create software solutions. This positions should be capable of leading, managing, and coordinating the development process and solution effectively and efficiently. The individual will build relationships with key stakeholders both in the business areas and IT. This position will require technical writing and visual principles to combine/convert meeting discussions, white-board sessions, vendor and industry documentation, and technical artifacts into well-formed, standardized, maintainable documentation. This position will be able to prepare technical user manuals, system configuration documents and other technical reports.

• Create Business Requirements by eliciting needs from stakeholders. Analyze and decompose complex business requirements.

• Perform Gap analysis and recommend technical solutions.

• Document Functional Requirements, create functional specifications and prepare wireframes/flowcharts as needed.

• Manage and Communicate development status and barriers with Quality Services Manager and other key stakeholders throughout development. Complete timely and accurate project/program status reporting in Service Now.

• Coordinate alignment and compliance with the Project Execution Process (PEP). Develop and maintain documentation and artifacts and complete required tollgates as defined by the PEP as needed.

• Identify, document and manage development issues and risks through resolution.

• Oversee the development of the software as per the specifications and review that proper testing of the solution has taken place.

• Identify and manage project dependencies and critical path.

• Other projects and duties as assigned.

Education

Bachelor's degree in computer science or related degree preferred; two years of experience as Senior Business Systems Analyst; demonstrated experience may be considered in lieu of a degree.

Required Experience

Five years of Technical or Business Systems Analysis experience. Knowledge of all phases of software development life cycle. A demonstrable track record of successful planning and completing software development.

Preferred Experience

Experience in Project Life Cycles.

Experience in health care or managed care. Experience with Project Lifecycles. Experience with ITIL and ITSM. PMI Certification is a plus.
