a. Itasca Economic Development Corporation (IEDC) is seeking Proposals regarding the contents herein. IEDC is looking for a qualified individual to provide professional services relating to specific economic development activities defined in our scope of work.

Brief Project Description

a. IEDC received a two-year, 1:1 matching grant from the United States Economic Development Administration (“EDA”) to fund up to $190,000 toward an “Economic Development Recovery Coordinator” and additional funds for the related Scope of Work activities. The grant was awarded after Itasca County experienced multiple shut downs and downsizing of traditional industries and firms over the past 20 years. The Economic Development Project Coordinator, with the guidance of the IEDC President, will initiate a phased process that will coordinate a strategic effort with the broader community, accelerate business retention and expansion program and initiate a targeted external headquartered business engagement initiative with a team of select development partners, hiring of a consultant by the third quarter to complete an economic cluster analysis and targeted opportunities initiative within 2020. This work will supplement and support BR&E targeting as well as the strategic focus of the Economic Development Project Coordinator second year’s work. Finally, the Economic Development Project Coordinator will lead and facilitate a “Preferred Place to Do Business” initiative to improve service and leverage business investment and job creation.

b. The qualified individual will be selected based on demonstrated competence and qualification for the type of professional services required within the established budget, and thereafter IEDC will negotiate a contract for the services for the contract term at a fair and reasonable fee with the best qualified individual.

c. It is the IEDC’s expectation that the Scope of Work will be implemented from IEDC. It is IEDC’s intention to hire a contract employee to fulfill the Scope of Work within the contract timeframe which will begin upon hire and terminate in 24 months from hire date. The individual will be an integral member of the IEDC team, consisting of IEDC employees, and other stakeholders as required.
