The U.S. Bankruptcy Court for the District of Minnesota seeks an experienced IT professional to manage its Network, Courtroom Technology, AV, PC and Telecommunications Systems.  The location will be St. Paul with regular travel to Minneapolis. Occasional travel to the Duluth and Fergus Falls offices is also required. 

Position Overview:

The Information Technology Technician is responsible for the day-to-day operations of the court’s courtroom technology, audio visual, desktop computer, networks, and telecommunications systems and provides technical and end-user support for judges and court staff.  The Information Technology Technician plays an active role in all IT projects and help desk duties and assists with network and email administration, IT security and other infrastructure-related tasks. The Information Technology Technician will have experience with networking and a wide range of general IT experience with a desire to lean new technologies.

Representative Duties:

  • Maintains and troubleshoots all courtroom technology, including courtroom sound, streaming audio and video, electronic evidence presentation and video conference equipment, courtroom computers and other equipment; configures devices and systems for proper operation.
  • Installs, maintains and updates desktop computers, printers, copier/scanners and cash register systems, including new product evaluation and software compatibility analysis; diagnoses hardware and software problems, replaces defective components, and remedies hardware and software issues.
  • Maintains computer security resources on all workstations, including anti-virus and firewall systems.  Assists with server security systems, as required.
  • Maintains and administers computer networks, including file server and user account administration, backup management, disaster recovery and connectivity problem solving.
  • Assists with the national IP telephone system support staff.  Configures equipment and makes configuration changes to telephone systems, conducts training for new employees and investigates and troubleshoots telephone system problems.
  • Monitors technology changes and recommends, tests and installs system upgrades or features to meet court needs.
  • Manages multiple priorities and projects with limited supervision. Works independently and performs timely, high quality work within established deadlines.
  • Communicates well both orally and in writing with judges and court staff concerning operational needs, in order to properly craft technology solutions. Provides clear explanations, updates, and recommendations to court managers.
  • Instructs non-technical staff on technology techniques, applications and utilization.  Develops procedural guidelines and training documentation and conducts training for end users. 
  • Provides input on procurement of equipment, hardware, and software replacements and upgrades. 
  • Oversees and acts as technical contact for contractors and other outside vendors when systems are being installed, repaired or upgraded when applicable.

Education and Experience:

A Bachelor’s Degree and/or a minimum of 3 years experience with installation, configuration, maintenance and support of the relevant information technology systems and networks is required.  A Bachelor’s degree in a technology-related field, an advanced degree and/or technical certification is preferred. Technical certifications e.g. CompTIA Network+, CCNP, etc. are also preferred.

  • Operating systems: Windows 10, iOS, Windows Servers
  • PCs and Mobile Devices: Windows/Mac OS installation and configuration, desktop imaging, Apple device configuration, wireless device management
  • Telephone systems: VOIP and analog systems
  • Virtualization technologies: VMWare
  • Server technologies: Microsoft Windows Active Directory, DNS, DHCP, DFS
  • Backup technologies: Symantec Backup Exec and Exagrid
  • Network Technologies: Cisco networking equipment, understanding of network concepts
  • VPN technologies
  • Applications: Microsoft Office365, WordPerfect, Adobe products
  • Video Conference technologies: Lifesize, and Cisco Telepresence devices
  • Courtroom technologies: FTR or equivalent, Crestron and BiAmp Tesira
  • Financial/Cash register systems: PC-based cash register systems, including peripheral cash drawers and slip printers, check scanning and credit card transaction hardware and software
  • Microsoft technologies: Microsoft Active Directory (AD), Microsoft Group Policies (GPO),  Windows Power Shell

Conditions for Employment:

Candidates must demonstrate organizational skills, good judgment, and willingness to work across different technical domains with legal, technical, administrative and operations staff in a cooperative environment.  Candidates must maintain the confidentiality of sensitive information. 

All employees of the court are required to adhere to the Code of Conduct for Judicial Employees, which is available for review upon request.  In addition, the successful applicant will be hired subject to a probationary period of no less than six months.
