QUALITY ANALYTICS MANAGER

Position Description

This position is responsible to provide leadership in the development of quality reporting and analysis related to HEDIS production, Medicare Star Ratings improvement activities, DHS quality measurement improvement efforts, provider value-based contracting, gaps in care analysis, and ad-hoc support of the QM and Stars Program Manager initiatives.

• Manage, select, train, develop, and evaluate staff. Collaborate with staff to determine career development opportunities. Monitor work flow and provide performance feedback. Build and maintain a team of highly effective analysts to support UCare's growing need for more advanced health care informatics.

• Manage the process to plan, develop and submit annual HEDIS measures, including the procuring and implementing certified HEDIS software, coordinating the compliance audit, coordinating with the QM Department on the chart review sample and chart chase logic, submitting the HEDIS measurement set to CMS, NCQA, and MDH, and leading a continual, cross departmental effort to improve HEDIS measurement processes.

• Provide data and analytic support for Medicare Star Ratings, QRS, Medicaid Star Ratings, and other organizational quality improvement activities. Develop opportunity analyses, provide action lists for key HEDIS and non HEDIS measures to internal and external stakeholders, and contribute to the development of measurement improvement strategy discussions. Provide analysis of the effectiveness of quality improvement programs and interventions

• Manage the development and reporting of key quality metrics at the provider and care system levels. Identify most meaningful quality metrics to include in value-based contracts and pay for performance programs. Develop and implement comprehensive reporting package and supporting analyses for providers.

• Staff key internal and external committees charged with identifying and managing population quality measurement, including Minnesota Community Measurement.

• Manage the process to provide reporting and analytical support to key QM initiatives such as State Public Programs measurement improvement efforts, Performance Improvement Plans, and DHS Quality incentives and withholds.

• Oversee maintenance of data mart of historical member-level quality measure results and benchmarks. Develop and maintain ETL and QA processes that incorporate results from certified HEDIS software vendors, NCQA, CMS, and other sources.

• Develop and maintain a collaborative working relationship with departmental leads and program managers (Quality Management, Pharmacy, Provider Relations, Health Promotions, STARS) to ensure analysis, data support and ad-hoc analysis is contributing to organizational priorities.

• Provide business requirements input to the ongoing development and enhancement of UCare's Data Warehouse. Work closely with the data warehouse team to plan the development and maintenance of the analytic environment.

• Maintain subject matter expertise on HEDIS, Star Ratings, QRS, and other similar quality measurement programs. Regularly review technical changes and regulatory guidance and analyze the expected impact for UCare.

• Other projects and duties, as assigned.

Education

BA/BS with an emphasis in healthcare, economics, statistics, or other related field.

Required Experience

Eight years of progressively complex experience in HEDIS submission and clinical data and analytics. Strong healthcare data and analysis background. Strong technical experience using SQL. Prior management or supervisory experience.

Preferred Experience

Experience with measurement design, statistics, and health care informatics.
