Position Description

This position is responsible to oversee the development of proposals and other documents describing organizational products and services in response to requests for proposals, with a strong focus in the government programs market. Collaborate with appropriate departments and subject matter experts to ensure content is complete and accurate. Develop, maintain, and update proposal content database. Support business development opportunities in developing content and responding to requests for new business.

• Review requests for proposal and related documents, analyze to understand key requirements and identify persuasive themes and value propositions.

• Develop concise, complete and clear proposal response to requests for proposals and other related documents.

• Collaborate with leadership and internal subject matter experts to gain support in developing proposals and database content to strengthen the organization's understanding of a value-added proposal.

• Present request for proposal information to leadership and other key staff as needed.

• Develop update proposal content database, including content that accurately describes existing and new services, and organizational capabilities.

• Develop and maintain core organizational competencies and references.

• Develop content and other documents to support business development opportunities.

• H ir e, train, develop and coach staff responsible for developing proposal response to request for proposals.

• Other projects and duties as assigned.


Bachelor's degree in business, marketing, health care/public administration, English, and/or related field required.

Required Experience

Three years of healthcare proposal writing experience, preferably in government programs. Experience in managing indirect reports to obtain complex information if the most efficient manner. Experience resolving escalated issues arising from operations and requiring coordination with other departments. Understanding of project management concepts and methodologies. Proficient in Microsoft Office applications.

Preferred Experience

Medicaid experience within a health plan. Knowledge of state and federal health care programs. Shipley or APMP certification.
