Responsible for the effective management of Target's Business Licensing portfolio through decision making, problem solving, partnership, research, analysis, and prioritization. Ensure compliance with numerous federal, state, and local government jurisdiction requirements. Support company-wide growth strategies through license portfolio growth. Develop relationships with internal and external partners to facilitate licensing research and portfolio management. Extensive problem solving, organization skills with concise & clear communication

  • Collect corporate information and documents to obtain new licenses & maintain existing licenses. This involves working with systems and partners across the organization to obtain and manage large volumes of information, as well as sensitive company information and executive's personal information.
  • Compile licensing applications and renewal forms as required per jurisdictions. This includes completing the forms, calculating fees based on gross receipts, obtaining needed signatures from corporate officers, and requesting payments needed for application/renewal fees. Monitor & Reduce risk to Target Corporation.
  • Build and maintain relationships with local, state, and federal jurisdictions to create best practices for Target's licensing business. This often includes negotiation of deadline extensions, information disclosures, or payment terms. Be a steward of Target Corporation community and culture to all outside partners.
  • Accountable for tracking and ensuring licensing records are updated in License HQ in a timely and accurate manner to ensure licenses are renewed prior to expiration dates. Prioritize licenses and jurisdictions using a risk-based approach to guest impact at the store level.
  • Research and interpret licensing requirements for new or changing licenses. Ensure that new and existing locations have the appropriate license portfolio as required per local, state, and federal jurisdictions.
  • Monitor all licensing mailboxes, mySupport requests, and phone calls regarding licensing issues to support the operation of Target's stores through timely responses. Ensure stores are priority at all times developing relationship with stores teams allowing them to focus on guests.
  • Gather, coordinate paperwork for licensing audits.
  • Complete WIC & SNAP applications and reauthorizations as required.
  • Organize and maintain documents for effective & timely workload management.


Reports to Manager, Licensing. Collaborates with various internal teams across the organization, as well as external federal, state, and local government agencies.


  • Post High School education or equivalent work experience
  • Strong problem-solving and analytical skills
  • Strong research and decision-making skills
  • Excellent written and verbal communication skills
  • Deadline driven and able to effectively prioritize
  • High level of attention to detail
  • PC experience with knowledge of; Excel, Outlook, Word, Smart Sheet, OneNote
  • Previous experience with government agencies

  • B.A. or B.S. Degree
  • Previous Licensing experience
