PRODUCT OWNER - VENDOR PAYMENT SOLUTIONS

Position Description

This position is responsible to guide initiatives to maximize the business value delivered, and manage the Optum Prospective Payment System (PPS), Rate Manager, WebStrat, PSI and Claims Editing System (CES) at an enterprise level. Must possess an in-depth knowledge of the vision, goals and desired objectives of the systems and UCare's initiatives. Drive resolution of defects and promote system enhancements, working collaboratively with business units, IT and external parties (e.g., Optum, HealthEdge.). Evaluates system changes and helps drive upgrade decisions, utilization of new functionality, and process and product enhancements. Communicates to stakeholders the impact of changes and serves as the Business Owner for the applications.

• Serve as the primary business owner of the Optum PPS, CES, WebStrat, PSI and Rate Manager suite of applications/technologies representing the needs and perspectives of all UCare business stakeholders.

• Maintain and manage a log of all system defects and enhancements, working collaboratively with business units, IT and external parties (e.g., HealthEdge, Optum, etc.) to define ROI/benefits, plan and oversee execution of updates and routine maintenance, and optimize system performance. Meets with Optum CES and PPS AMS teams weekly to oversee configuration, maintenance activities, represent business interests and prioritize work.

• Oversee the evaluation of each release, documenting changes, assessing impacts, and seeking feedback from UCare stakeholders. Develop and communicate maintenance and upgrade plans.

• Serve as the Business Owner for all Optum PPS, CES and Rate Manager system changes. Including; engage in both technical and business discussions and any related project teams.

• Engage in the Optum User Community by attending user calls and events.

• Serve on UCare's HealthRules Working Group and HealthRules System Management Team, gathering input from UCare users, sharing relevant feedback from the Optum PPS, CES and Rate Manager community, and integrating needs into system plans.

• Mentor and coach CCO Leaders, Technical Business Analysts, Configuration Analyst, UAT and QA Analysts on system capabilities and changes.

• Provide timely and comprehensive communication of Optum PPS, CES and Rate Manager changes, release notes, issues and enhancements to UCare stakeholders.

• Oversee and monitor Optum PPS, CES and Rate Manager-related business processes, including the AMS teams. Identify, recommend and execute improvements. Ensure AMS teams are meeting objectives and delivering according to contractual agreements. Measure and track savings associated with the use of Optum Suite and AMS teams.

• Participate on the CCO Leadership Team. Ensure transparency and communication of vendor payment changes, issues and wins.

• Oversee internal and external Service tickets and change requests, including incidents, planned maintenance and requested changes.

• Provide oversight for data and code set loads and migrations to ensure consistency across environments and systems.

• Other projects and duties as assigned.

Education

Bachelor's degree in health care, business administration or related field; demonstrated experience may be considered in lieu of degree.

Required Experience

Five years' experience in a managed care organization or other health insurance environment. Five years of Optum PPS, CES, and/or Rate Manager product experience. People management experience. Solid operational experience and knowledge of commercial, Medicare and state program products and services.

Preferred Experience

Negotiation, conflict management and facilitation skills. Vendor relationship management experience.
