Scott County offers an exceptional Labor Relations Manager (LRM) opportunity managing and implementing human resources policy, programming, operations, and personnel. The LRM position is an integral part of the Employee Relations department, providing leadership, guidance, support, direction and advice on a wide variety of human resource topics, issues, and practices. As the lead spokesperson and negotiator for the County, the LRM will work collaboratively with union and county leaders and staff on a wide variety of collective bargaining matters and workplace issues.

The LRM will also oversee the Talent Management function providing program planning and direct supervision for HR Business Partners. Work entails highly specialized and complex areas of State and Federal employment law, labor relations, County policy administration, talent management, compensation, employee performance management, and job classification. The successful candidate will possess and demonstrate applied understanding of public sector labor relations activities in a diverse organization.

This position requires the equivalency of a bachelor's degree in human resources or a related field and six years of progressively responsible human resources experience, including at least 1 year of experience managing public sector labor relations activities. Strong desire for: Leading union contract negotiations, developing negotiations strategy and costing, facilitating labor management committees, conducting employment investigations, managing grievance/appeals processes, writing policy and procedure, and supervising professional HR practitioners. 

The hiring range is up to $145,000 DOQ. The performance based pay range maximum is $162,609.
