FEDERAL GOVERNMENT RELATIONS SPECIALIST

Position Description

This position is responsible to work on projects related to regulatory requests including compliance concerns, requests for information, ad hoc and routine reporting, and other inquiries in addition to projects related to legislative and contract changes. Serve as a liaison between regulators and impacted internal departments. Coordinate work with Federal Government Relations Specialist, Senior.

• Coordinate with CMS for Medicare Part C and D communications, policy and operational issues. Work with CMS on policy and interpretation of regulatory requirements. Monitor and/or perform Part C and Part D activities, including coordinating with multiple departments related to annual required reporting and responding to CMS requests for information.

• Monitor, analyze, prioritize, distribute and clarify Part C and Part D regulatory/sub-regulatory and informational guidance, including information from CMS, CMS's Health Plan Management System (HPMS), the Federal Register and trade associations. Proactively identify impact on Medicare products. Educate departments about Part C and Part D regulatory/sub-regulatory requirements and contractual obligations. With key departments, coordinate applicable response or operational implementation; clarify information if needed.

• Provide support in defining high priority and/or complex regulatory concerns and compliance issues, contract and legislative changes, and other ad hoc regulatory concerns through resolution. Work with Corporate Compliance to identify, and report to regulators, plan performance issues/concerns.

• Participate in information gathering for new and expansion Medicare Advantage applications, including internal planning, timeline activities, and necessary regulatory requirements.

• Project manage certain CMS non-financial audits (CMS program audit, data validation audit), including data sample submissions to CMS and internal review of policies and procedures. Work with Federal Government Relations Manager to identify risks and vulnerabilities, communicating them before the audit to the Vice President Government Relations, Vice President Chief Compliance & Ethics Officer, and Legal Counsel. Manage documentation for post-audit follow-up activities.

• For non-financial audits that involve the Federal Team, work with internal departments to develop, receive approval of, and (if applicable) monitor corrective action plans for identified issues until corrective actions are closed by regulators. Maintain files and documentation of monitoring activities and any resulting corrective action. Communicate progress of monitoring program and issues for resolution to Federal Government Relations Manager, Vice President Government Relations, Vice President Chief Compliance & Ethics Officer and other senior staff.

• Serve as subject matter expert and super user for C360, UCare's tool to store, manage and track regulatory guidance and incidents. Develop workflows. Create assessments. Issue guidance and monitor compliance with requirements. Run reports and manage workload. Train users and serve as resource for internal departments on the tool. Provide feedback and suggestions to designated C360 administrators on system functionality based on internal usage.

• Other projects and duties as assigned.

Education Bachelor's degree preferred; experience with related disciplines and demonstrated capability through previous experience may be considered in lieu of degree.

Required Experience Three years in health care compliance, health insurance and/or managed care. Medicare Part C or D program administration experience. Experience reviewing, analyzing and communicating regulatory guidance.

Preferred Experience Project management experience. Knowledge and/or experience with dual integrated Special Needs Plans (SNPs) and Institutional or Institutionally Equivalent SNP's. Experience with Medicare Supplement products.
