Position Description

This position is responsible for Application and Web Development functions. Collaborate with Web Scrum Team and business partners to plan, coordinate, and manage activities related to the support of design, development and implementation of UCare information systems and software applications. Maintain, support and upgrade existing systems and applications in either a waterfall or agile methodology. Apply proven communication skills, problem-solving skills and knowledge of best practice to guide his/her development team on life cycle planning of business applications through selection, operation, refresh, migration, optimization, retirement and decommission.

• Provide leadership, vision and direction to the web scrum and web development team to achieve goals.

• Develop and enhance methodologies and practices for the application life cycle management in line with best practice and practical experience of continuous improvement.

• Ensure applications (including those of external service providers) are conducted in line with UCare's mission, policies, standards, and all regulatory compliance requirements.

• Supervise applications team members, developing their skills and capabilities to meet UCare's needs, as well as addressing new needs and skills gaps.

• Implement and manage status reporting, metrics, and benchmarks.

• Collaborate with stakeholders to understand prioritized set of business outcomes and application work to accomplish the outcomes within the applications budget.

• Oversee the application team's successful delivery of these business outcomes.

• Oversee benefits realization to ensure the business outcomes are achieved.

• Oversee the support activities on the applications in partnership with other UCare IS teams and business partners.

• Collaborate with UCare's security team to ensure that UCare applications are effectively secured and that risks are mitigated.

• Ensure new software integration into company systems meets architectural designs, functional requirements, system compliance, and interface specifications.

• Lead the day-to-day supervision of the applications team, including staffing, performance management, and other relevant management functions. Is required to hold all application development team members accountable for delivering high quality applications on time and on budget.

• Other projects and duties as assigned.


Bachelor's degree in Information Technology; demonstrated experience may be considered in lieu of a degree.

Required Experience

Five years of software application design, development, and implementation with large complex projects, including internal and external web and mobile device development. Five years supervisory experience with proven ability to develop and manage a high-performing, cohesive team. Experience with software development methodologies (SDLC, Agile, etc.) and software development architectural patterns, (SOA, Client Server, component-based development, etc.). Experience with Service Management delivery (incident, problem, change). Experience overseeing the direction, development, and implementation of software solutions. Strong knowledge of system and software quality assurance best practices and methodologies. Knowledge of multiple programming languages (C#.Net, Oracle PL/SQL, and MS SQL Server). Experience with Azure Cloud solutions.

Preferred Experience

Health care payer experience. SharePoint development. Service Now knowledge. Claims processing knowledge. ITIL Certification. Experience with Web Contact Management Systems. Experience with both traditional and agile development methodologies.
