STATE GOVERNMENT RELATIONS SPECIALIST

Position Description

This position is responsible to coordinate guidance related to Minnesota Health Care Programs. Coordinate routine and ad hoc reporting and UCare response to state regulator inquiries and other requests/concerns. Work on projects resulting from state regulator requests and requirements, including requests for information, compliance concerns, etc. Serve as a liaison between regulators and impacted internal departments. Coordinate work with the team.

• Monitor, analyze, distribute, follow-up and archive state/federal regulatory/informational guidance. Guidance includes: State Register/Federal Register publications; MHCP Provider Updates; Department of Human Services (DHS) MCO Updates; DHS bulletins; DHS notices (includes training notices); Centers for Medicare & Medicaid Services (CMS) publications including State Medicaid Director/Health Official Letters; and ad hoc notices. Monitor distributed guidance to completion.

• Coordinate routine (e.g., contractually required) DHS and MDH reporting, and, as assigned, coordinate ad hoc reporting. Inform impacted departments of reporting requirements, changes in requirements and establish reporting reminders. Monitor reporting.

• Receive and coordinate responses to regulator concerns. Work with provider issue triage team and other impacted departments. Monitor and guide business areas' activities to timely issue resolution. Communicate with regulator until regulator's concerns and/or inquiries are resolved.

• Support internal communication of changes to federal and state legislation related to state programs, and annual DHS contract changes. Using GR procedures, communicate internally about state legislative and DHS contract language changes and monitor for completion of actionable items.

• Document regulatory guidance and incidents in UCare approved repositories.

• Represent UCare and Government Relations on internal and external work groups as assigned.

• Other projects and duties as assigned.

Education

Bachelor's degree; demonstrated experience in the health care industry may be considered in lieu of degree.

Required Experience

Three years' experience in a health care related setting (e.g., managed care organization, other health insurance organization, regulatory agency, health care supplier/provider, etc.). Experience in Medicaid managed care, health insurance, and/or health care operations. Experience reviewing, analyzing and communicating regulatory guidance. Analytic skills and experience reviewing federal/state regulatory requirements.
