A role in Government Affairs means ensuring local and federal government entities have positive relationships with Target Enterprise. You will act as an advocate on behalf of Target and serve as an internal expert to both internal and external entities on a variety of key social and governmental issues that allow Target to conduct business in the most productive way.

This role serves as Target's primary representative interacting with state and city officials in an 8-state region including North Caroline, South Carolina, Florida, Georgia, Alabama, Mississippi and Tennessee to advocate for Target's interest on public policy. Additionally, this role serves as Additionally, you will serve as Project Manager for the Civic Engagement and Public Policy pillar of the Racial Equity and Change (REACH) Committee, responsible for ensuring that Target can deliver on our REACH goals. Often working with senior leaders across the enterprise, this role requires skills to inform and influence elected officials, as well as expertise on a wide range of public policy issues. It also requires skills to set, track and measure goals to make a desired impact while also identifying opportunities to drive alignment across enterprise-wide REACH priorities. This work is performed in a dynamic, sometimes volatile and highly-visible political environment that involves significant reputation and brand considerations.

Additional Responsibilities Include:
  • Advocate on behalf of the company at state capitols, city council meetings, planning commission hearings and other public venues across the region
  • Establish and maintain an intelligence-gathering strategy to proactively identify emerging trends to help the company navigate business decisions
  • Strategically prepare and leverage business experts to advocate on Target's behalf, as appropriate
  • Manage a network of business and trade association partners in the region
    • Attend industry events to manage and nourish relationships with trade associations
    • Maintain communication channels with trade associations to gather intelligence on legislative and political developments and provide feedback on proposed legislation
    • Oversee budget for related memberships and sponsorships

  • Partner with Grassroots Manager on grassroots activities, including calls to action, get-out-the vote, store and distribution center tours and other activations as needed
  • Establish and maintain working relationships with business leaders across Target to develop a working knowledge of their business, priorities, and strategies, and leverage that understanding and judgment to provide timely updates on policy developments that have an impact on their business
  • Lead regular cross functional meetings addressing REACH priorities such as safety and police reform, education and economic opportunity and non-partisan efforts to encourage fair, accessible and safe voting
  • Develop recommendations for coalition and partner opportunities that align with REACH commitments
  • Develop subject matter expertise on a wide range of policy issues, such as privacy, data security, taxes, alcohol expansion, supply chain, store operations, financial services, energy and product safety, racial equity and provide insightful analysis on those issues with internal business partners
  • Represent Government Affairs on internal, cross-functional teams as necessary
  • Collaborate with Real Estate, Communications, Corporate Responsibility and other externally-facing roles on issues of mutual interest
  • Enhance and develop Target's presence and reputation at industry conferences and leverage those conferences to build relationships with elected officials and other government affairs professionals
  • Appropriately protect and leverage highly confidential information, including new store opening locations and dates, store closing locations and dates, team member compensation information, team member demographic information, and material reputational and strategic announcements before they are made public

About You:

  • Bachelor's Degree in political science, business, or other related field, or the equivalent combination of education and relevant experience
  • 10+ years of experience in government relations, policy, and politics with extensive political relationships and understanding of the policy-making environment
  • 5+ years of project coordination and execution experience, preferably on initiatives impacting Team Member or Guest experience and/or establishing and managing partnerships with BIPOC community stakeholders
  • Excellent organizational, interpersonal and leadership skills
  • Proven ability to build relationships and effectively communicate with senior leadership and high-ranking officials on sensitive, high profile issues
  • Demonstrated ability to apply retail knowledge to the analysis of public policy issues and analyze and react to political trends at local, state and national levels
  • Demonstrated experience building strong relationships with internal and external partners and forming cohesive plans and processes across diverse business groups
  • Outstanding verbal and written communication skills
  • Demonstrated ability to manage conflict and experience in high stress environments
  • Ability to travel as needed

Desired Requirements:

  • Advanced degree in a discipline or related field
  • Previous experience in the retail industry or with policy analysis in areas relevant to retail
