Status:  Full-time regular position, exempt

Location: City Center

Hours: Standard business hours (8am-4:30pm), may vary based on business need.

Reporting Relationship: Reports to Finance Manager

Finance Division

The Finance Division supports responsible management of the City’s resources by recommending financial policies, strategies and decisions necessary to maintain a healthy financial condition.  Finance is responsible for operating and capital budgets, investments, debt financings, general financial analysis, financial reporting, operation of the general accounting system and utility billing. 

Position Details

The Finance Supervisor supports the Finance Division, City staff, and the public by leading a team to ensure timely and accurate reporting of financial information. The primary position responsibilities and areas of impact are:  

  1. Coordinates and assists external auditors with the City’s yearly audit; prepares the Comprehensive Annual Financial Report and budget document; prepares, reviews, approves, and records accounting transactions within established internal controls.
  2. Supervises various operational areas including utility billing, accounts receivable, and accounts payable; ensures effective and efficient operations in these areas.
  3. Participates in budget and capital planning processes, and quarterly report preparation.
  4. Takes lead on and assists in various projects including software implementation, technology improvements, process improvements, accounting changes, development, and maintenance of financial models, etc. 

While these areas are the primary focus of the position, we believe strongly in teamwork and employees will be called upon to perform a variety of duties as a part of their role with the City.

Position Requirements

Education: Bachelor’s degree in finance or accounting required. CPA preferred.

Work Experience: Minimum of five years of experience in governmental accounting required. Minimum of two years of experience supervising full-time staff.

Technical Skills: Proficiency in Microsoft Office (Word, Excel, Outlook and Access) required; knowledge of GAAP and GASB and financial software required. Strong analytical, problem solving, and decision-making skills required.

Physical Requirements:

Physical effort is light for the majority of work with lifting or carrying limited to 25 pounds intermittently. There are intermittent visits to City Department locations, some of which are in other areas of the city.  Between 15% and 45% of the time there is pressure associated with a project or activity deadline.   Working on spreadsheets, using the financial software, and writing requires extended use of a keyboard.  Work interruptions are frequent. 

Working Conditions:

Most work is performed in a normal office environment.  Occasional driving or riding is required to attend meetings. Occasionally, the job may involve dealing with and calming individuals who are emotionally charged over an issue.
