- Provides oversight, guidance and direction on behalf of the Board of Directors to ensure compliance by the SMSC Gaming Enterprise with all gaming ordinances, regulations, and minimum internal control standards, all federal and state gaming and gaming related requirements including the Enterprise's Anti-Money Laundering Program, Bank Secrecy Act compliance and Title 31 program, and all SMSC Gaming Enterprise policies and operating procedures.
- Develops the strategic framework, oversees implementation, and leads the compliance function and related systems that include compliance, security, surveillance, loss prevention, safety, and regulatory compliance and asset protection for the SMSC Gaming Enterprise.
- Develops the processes and procedures and oversees audits and reviews that need to be conducted that focus on detecting compliance with all regulatory requirements, detecting suspicious activity, and determining other areas of risk for the Enterprise.
- Serves as the primary contact and liaison to the SMSC Gaming Commission and SMSC Legal Counsel with regard to all regulatory, compliance, policy, and procedural matters.
- Oversees the selection and management of compliance related systems to facilitate the operations of compliance, security, loss prevention, safety, and asset protection for the SMSC Gaming Enterprise.
- Designs, documents, implements, administers, and continuously improves the compliance system of policies and procedures and compliance program for effective operations that are consistent with regulatory compliance requirements and the rapidly changing compliance environment.
- Responsible for leading, guiding, and developing the Compliance Team and its performance in alignment with the enterprise purpose, vision, and values. Engages directly with leaders and team members on all shifts to ensure consistency and alignment.
- Leads the Internal Audit, Compliance, Risk Management, Access Control, Security and Surveillance departments on behalf of the Board of Directors. Includes coordination and development of emergency response plans, negotiation of annual coverage and premiums of general liability and property insurance, annual budget preparation/monitoring, and assistance with SMSC requests for security, surveillance, and audit special projects and assignments.
- Researches and issues opinions on regulatory and operational compliance and interpretations as requested by the Board of Directors, the President/CEO, and other members of the Gaming Enterprise leadership teams.
- Collaborates closely with the President/CEO of the SMSC Gaming Enterprise, participates as a member of the SMSC Gaming Enterprise Executive Staff on all general issues, presents Compliance related matters for discussion, and assists with assigned special projects.
- Prepares and submits to the SMSC Gaming Commission regulatory requests, reports, responses to audits/regulatory findings, requests for information, submissions in accordance with regulatory requirements, and informational communications regarding operations.
- Cultivates strong working relationships with applicable tribal, federal, state, and local regulatory agencies and officials ensuring proper reporting of all regulatory compliance requirements.
- Reports and provides updates on an as-needed basis of significant events, including, without limitation, issues of regulatory non-compliance, investigations, breaches of security, relevant information regarding ongoing operations, contacts with law enforcement, and any discoveries of cheating, theft, fraud, or other criminal activities by guests or team members of the SMSC Gaming Enterprise.
- Serves as the primary contact and liaison to the SMSC Director of Public Safety and other local law enforcement agencies with regard to emergency and preparedness related services for the SMSC Gaming Enterprise.
- Manages all outside audit firm requirements and coordinates with the outside audit firm on the conduct, preparation, and submission of the annual financial statements and other related statements/reports for the SMSC Gaming Enterprise. Manages the engagement of auditors and consultants for the conduct of special project audits/investigations.
- In coordination with SMSC Legal Counsel, compiles responses and documentation to information requests from outside entities, including, but without limitation, employment, insurance, legal, and government.
- Participating as a member on the Gaming Enterprise's Information Security Steering Workgroup and responsible for leading Gaming Enterprise's cybersecurity incident response team, as well as other incident response teams as requested by the Board of Directors or the President/C.E.O.
- Working in conjunction with the IT Department to classify, and ensure the integrity of, Gaming Enterprise records and information.
- At least 10 years of progressive compliance leadership or management experience with regulatory review and interpretation experience in a highly regulated environment with strategic planning and budget responsibilities, with six of these years operating at a senior management level or at a senior leader level making executive level decisions. Experience in a gaming environment preferred.
- Bachelor's degree in compliance, business or related field, or a Juris Doctor degree in law required. Master's degree preferred.
- Knowledgeable about federal Anti-Money Laundering, Bank Secrecy Act, and Title 31 Know Your Customer and Suspicious Activity Reporting regulatory requirements. Association of Certified Anti-Money Laundering Specialists certification preferred.
- Strong communication, presentation, and collaboration skills at the senior management level, with the ability to write clear and succinct documents, interpret complex documents and reports, and summarize relevant the data in a manner that aligns with audience needs.
- Superior learning agility, problem analysis and problem solving skills. Shows openness and desire to tackle new challenges and situations. Proactive in thinking and participates as a thought leader for the Gaming Enterprise. Considers not just area of responsibility.
- Proven leader of change and fully understands the change management process and how that translates to leaders and team members.
- Strong process improvement orientation/methodology and understands the methodology and how to manage though small or large scale process changes.
- Intermediate to advanced computer skills to include word-processing, spreadsheets, database, presentations, electronic mail and messaging software with a strong knowledge of the functionality of financial, budgeting, gaming and marketing systems.
- A proven people leader with success building and leading high performing teams. Act as a leader of change and innovation across the Enterprise.
- Skilled in proactively assessing organizational performance and aligning solutions with strategic and cultural initiatives.
- Demonstrated success of strong relationship management and team building skills, with ability to influence leaders and team members at all levels within the greater organization.
- Outstanding written, verbal, interpersonal, coaching, and presentation skills with the ability to tailor messaging to the audience.
- Strong collaborator who influences effectively with a variety of internal and external stakeholders at all levels.
