Work Location: Work from Home, standard or hybrid (in the office 3 or more days per week)

Position Description

This position is responsible for understanding stakeholder needs and business issues to be addressed in the HealthRules and TransSend applications. Collaborate with the HealthRules Product owner to assess HealthRules Releases and Upgrades impacts to business operations. Assess the release notes, document requirements and define UAT scope/testing needs. Responsible to work with business SMEs to identify and document application defects or processes that do not support UCare's business processes, policies or optimize productivity. Collaborate with HealthEdge and Axiom resources to translate requirements and determine approach to address/fix issues. Act as department single point of contact for release notes, requirements and test cases related to HealthRules and TransSend upgrades, enhancements, break/fix work and maintenance releases. Act as knowledge manager, ensuring the appropriate collection, organization and archival of HealthRules and TransSend application data, reports, artifacts and correspondence. Collect and analyze data and report findings and recommendations. Plan, document requirements, and design and document related business processes; make recommendations for change in order to reduce downtime and increase efficiency and quality. Work alongside business and technical teams to increase collaboration and optimize productivity and communication. Ensure requirements and solutions conform to departmental, corporate, industry and government standards as specified.

• Solve Business Problems. Collaborate with business and technical stakeholders and vendors to understand the business problem that needs to be solved in support of the CCO Department and UCare Strategic Plans.

• Lead Business Analysis Capability. Plan, drive, and own the business analysis capability.

• Own the delivery of the Business Requirements Package by performing stakeholder analysis, document business requirements; develop business case, process map and impact analysis and create traceability of business requirements to technical requirements, test cases and User Acceptance Test (UAT) cases.

• Recommend Business Solutions. Evaluate and recommend business solutions to CCO and IT leadership on business analysis results.

• Coordinate UAT for assigned projects. Author UAT documentation deliverables (UAT Test Plan, UAT Test Results, and UAT Defect Log). Drive UAT execution and resolution of identified defects.

• Support Product Owner by tracking project progress, identifying risks, and communicating status to the business(es) and organizational leadership.

• Document and maintain end-to-end process flows. Identify and implement opportunities to streamline upgrade and requirement processes. Measure improvements.

• Coordinate key requirement and UAT activities. Drive efforts and facilitate meetings. Partner with upstream and downstream stakeholders to ensure seamless and predictable outcomes.

• Develop and maintain inventory of HealthRules and TransSend artifacts, documents and reports.

• Committee and/or work group representation as agreed upon with Manager.

• Other projects and duties as assigned.


Technical or business degree; demonstrated experience may be considered in lieu of degree.

Required Experience

Five years of business analysis experience. Five years of HealthPlan Operations or Technical experience. Proven facilitation and communication skills. Strong analytical and critical thinking skills. HealthRules Payor Experience.

Preferred Experience

Project management and process improvement experience. Microsoft Project; Visio; SharePoint. ServiceNow. Technical writing.
