REGULATORY MATERIALS MANAGER

Work Location: Work from home, in the office or hybrid (in the office 3 or more days per week)

Position Description

This position is responsible for the oversight and management of the development of all department-owned enrollee materials, including the corresponding timelines, review and submission process. Serve as subject matter expert on regulatory guidelines and work cross-departmentally to ensure understanding of, and adherence to, all materials-related regulatory content, timing, and delivery method requirements.

• Understand and apply federal and state regulatory requirements related to enrollee materials so that materials are accurate and compliant. Subject matter expert on Medicare, Minnesota Health Care Programs, and/or Individual regulations; material development and review; use of regulated models; required materials and corresponding deadlines; and content.

• Lead development of enrollee materials owned by the department . Manages assignments and timelines for writing, editing, and performing quality checks for accuracy of department-owned enrollee materials.

• Oversight and support of the enrollee operational letters process. Includes adhering to regulatory requirements, process maps, branding and timing requirements. Resolve issues, support health literacy edits, cross-departmental training and process improvements. Track/monitor volumes and assigned work based on capacity and priority.

• Hire, train, develop and supervise the Regulatory Materials Team. Includes assigning work based on skills and capacity, prioritizing, resolving issues, setting team standards, managing performance, and developing and maintaining training plans and resources.

• Participate in interdepartmental workgroups focused on enrollee materials planning and development to ensure issues are identified and addressed, relevant information is shared with stakeholders, and enrollee material approvals and distribution meet regulatory deadlines and enrollee needs.

• Oversee representation of UCare on external enrollee materials workgroups in the planning, discussion and review of models for required enrollee materials. Coordinate with additional UCare staff to create and review workgroup materials, as needed.

• Maintain policies and processes to produce accurate, timely, and compliant materials. Ensure Regulatory Materials Team follows established policies and processes.

• Support UCare departments in understanding materials-related regulatory requirements and the processes in place for review of materials.

• Other projects and duties as assigned.

Education

Bachelor's degree preferred; demonstrated experience may be considered in lieu of degree.

Required Experience

Management or supervisory experience. Two years enrollee materials writing experience in health insurance, managed care, or in a health-care delivery system. Experience leading cross-functional teams or business initiatives. Knowledge of Medicare, Medicaid, and/or Individual regulations, such as CMS' Medicare Communications and Marketing Guidelines .

Preferred Experience

Project management experience. Knowledge of NCQA requirements. Experience working with a content management solution.
