MATERIALS OPERATIONS MANAGER

Work Location: In the office or hybrid (in the office 3 or more days per week)

Position Description

This position is responsible for oversight and management of key operational aspects of creation and regulatory review of member materials. This includes internal regulatory review and external regulatory approval for all member materials, as well as planning and production of member materials through the content management solution. Responsibilities include ownership of enrollee ID cards, the company's content management system, and governance of translated and alternate format materials.

• Hire, train, develop and supervise the team. Includes assigning work based on skills and capacity, prioritizing, resolving issues, setting team standards, managing performance, and developing and maintaining training plans and resources.

• Lead governance, including the process, for translated and alternate format materials -- decision making, development and monitoring of key performance indicators, and organizational procedures.

• Own the enrollee ID card processes; consult with Materials Production Manager to develop production calendar. Lead cross-functional decision making regarding the content, format, delivery, and data needs to ensure enrollees have accurate, compliant, and timely cards. Develop quality standards and procedures to ensure output conforms to regulatory and UCare requirements, including content, format, and delivery requirements. Drive issue resolution and communication across the organization.

• Oversee work to ensure enrollee materials are reviewed for compliance by the Materials Coordinators; submitted timely to regulator(s), if needed; and approved. Support UCare departments in understanding materials-related regulatory requirements and the processes in place for review, submission, and approval of materials.

• Participate in interdepartmental workgroups focused on enrollee materials planning and development to ensure issues are identified and addressed, relevant information is shared with stakeholders, and enrollee material approvals and distribution meet regulatory deadlines and enrollee needs.

• Oversee and advance UCare's business use of a Quadient's Inspire software to gain efficiencies and controls. Support Template Designers to maintain and build member materials. Determine and act on strategies for data-driven sources of truth, reusability, and efficiencies.

• Support materials-related projects through business requirements, change management, and implementation to achieve efficiencies and cost savings. Identify, manage, and implement process improvements and efficiencies for Government Relations' materials-related responsibilities.

• Lead development, documentation and maintenance of materials-related department policies, procedures, and work instructions.

• Other projects and duties as assigned.

Education

Bachelor's degree preferred; demonstrated experience may be considered in lieu of degree.

Required Experience

Management or supervisory experience. Two years enrollee ID card and/or materials experience in health insurance, managed care, or in a health-care delivery system. Experience in regulations and delivery of translated and alternate format materials; leading cross-functional teams or business initiatives; knowledge of Medicare, Medicaid, and/or Individual Market regulations; and project management. Demonstrated ability to create procedural documentation.

Preferred Experience

Experience working with content management solutions.
