MBE OPERATIONS MANAGER

Work Location: Standard or hybrid

Position Description

This position is responsible to provide oversight of department operations; ensure fulfillment of business objectives with a member centric focus while providing leadership direction to supervisors within the department. Oversight of enrollment, enrollment reconciliation, coordination of benefits, broker payments, member billing, collection of premiums, management of receivable balances and billing reconciliation for all lines of business to ensure accurate recording of activity in financial statements.

Monitor and maintain department procedures and internal controls in compliance with contractual and regulatory requirements. Manage an environment where member experience and process accuracy are the primary focus of staff efforts and output. Monitor the training of employees, monitor and coach staff and represent the department in cross-functional projects or initiatives. Maintain cost and operationally effective department processes.

• Provide direct leadership of department Supervisors. Provide direct feedback, coaching and development as needed.

• Recruit, interview, select and retain high quality engaged team of professionals. Monitor onboarding, ongoing development and continuous engagement across the team. Mentor and coach to the next level. Establish and communicate clear expectations and performance standards and provide feedback in a timely manner.

• Manage the development, communication and monitoring of performance standards. Oversee benchmark activities to establish performance and staffing standards.

• Manage production related activities; including accurate and timely enrollment related activities, accurate and timely premium billing, delinquency processing payment posting and cash reconciliation within all Federal/State regulatory requirements.

• Manage department processes and procedures for providing member data to all internal and external partners.

• Analyze data to identify trends and develop, manage, and monitor strategies to improve operations with a member centric approach. Implement and oversee improvement projects including, but not limited to: scope, assignments, timelines,

• Perform and participate in external and internal audits to ensure regulatory and contract compliance representing the department with external agencies as needed.

• Develop and maintain department policies and procedures consistent with the goals and objectives of the organization.

• Participate as a key department liaison or project lead with interdepartmental committees and work groups as assigned. Communicate relevant information arising from these groups to staff. Assist with vendor management.

• Other duties and projects as assigned.

Education

Bachelor's degree in health related field or liberal arts; demonstrated experience may be considered in lieu of degree.

Required Experience

Five years progressively complex experience an operations environment. Five years of direct report leadership experience.

Preferred Experience

Health plan leadership experience. Health plan member enrollment, premium billing, reconciliation, regulatory, and operations experience.
