Position Description

This Senior Vice President/Chief Medical Officer (CMO) is responsible for championing UCare's mission to optimize the health of our members, advance health and racial equity goals, and improve affordability for members and government partners, and ensure effective Health Services operations. In concert with other members of the leadership team, the CMO establishes and implements a market-leading framework for population health, quality management, pharmacy management, mental health and substance disorder services, and clinical operations. Additionally, the CMO serves as the leading physician voice in influencing UCare's growth, business, policy, quality, employment, and other strategic initiatives. The CMO represents UCare in outside activities such as with local and national associations, workgroups and committees, as well as with strategic provider and community partners and the media.

The SVP/CMO provides strategic direction and operational oversight for UCare's Health Services Division that consists of Clinical Services, Mental Health and Substance Use Disorders and Special Needs Basic Care, Medical Directors, Pharmacy, Quality Management and Population Health, and Equity and Inclusion, and functions to ensure high-quality, person-centered, and cost-effective services on behalf of UCare members.

• Assure that UCare provides its members with access to high-quality health care and appropriate utilization of services.

• Collaborate with clinical partners and healthcare system leaders to achieve greater quality outcomes, health and racial equity, and affordability, which also position UCare for competitive success.

• Provide strategic direction for UCare's commitment to the Quadruple Aim, including its quality and population health initiatives.

• Provide strategic direction and operational oversight to the Clinical Services, Quality Management and Population Health, Mental Health and Substance Use Disorder and Special Needs Basic Care, UCare Medical Directors, and Pharmacy Departments to ensure that they advance the goals of the organization in a streamlined and efficient manner.

• Participate with the Senior Management Team to develop and implement strategic plans for the organization.

• Collaborate with other Senior Managers to ensure that cross-departmental work is executed, and issues are addressed from a company-wide perspective.

• Recommend and oversee affordability efforts and ensure that they are medically appropriate.

• Help lead programs and interventions to support competitive products, including strategies to improve clinical elements of the CMS Star Ratings and other quality ratings programs.

• Foster a spirit of innovation in exploring new ways to advance equity and inclusion, and understand and address barriers to health, including social drivers of health.

• Participate in developing and implementing value-based provider payment strategies.

• Serve as a clinical thought leader in the local health care community, including encouraging the advancement of community practices that support population health goals.

• Serve as a clinical liaison to local, regional and national health care organizations and community organizations as appropriate.

• Serve as the primary clinical contact for UCare's media/public relations efforts.

• Hire, manage, and coach the leaders of the Clinical Services, Quality Management and Population Health, Mental Health and Substance Use Disorders and Special Needs Basic Care, Equity and Inclusion, and Pharmacy Departments, as well as the Medical Directors.

• Advocate for the advancement of technology and process improvement efforts to support the changing healthcare environment and to drive operational efficiency.

• Other projects and duties as assigned.


Licensed in Minnesota as a Doctor of Medicine (M.D.) or Doctor of Osteopath (D.O.) or has the ability to obtain a license. License must be current and unrestricted. Board Certification in a specialty recognized by the American Board of Medical Specialties (ABMS).

Required Experience

Five years of direct clinical experience, with a demonstrated passion for serving individuals who have historically experienced barriers to accessing care. Three years of leadership experience in activities related to quality improvement, utilization review, case management, and health and racial equity, as well as staff supervision and oversight of major clinical initiatives. Working knowledge of financial management, strategic planning, and Board governance.

Non-physician leaders may be considered as SVP/Chief Clinical Officer if they have five or more years of executive-level health plan experience overseeing clinical programs, equity and inclusion programs, and health plan medical directors.
