MBE Reporting & Data Analyst

Work Location: Hybrid, Standard and Work From Home

Position Description

This position is responsible for understanding the departmental uses of billing and enrollment member data and ensuring the accurate flow of this data to and from internal and external systems through use of 834 files and/or APIs. This position will serve as the departmental data steward to provide expertise on the use of member data within the department and organizationally. In addition, you will have responsibility for reporting on and/or analyzing data on a regular and ad-hoc basis to meet the needs of the business and regulatory partners.

• Monitor the daily flow of member data between internal and external systems to ensure accurate operational data for use by the Billing and Enrollment department, as well as other organizational departments and technologies who will utilize this data.

• Submit break/fix and/or enhancement tickets to internal IT or external vendor partners and monitor to completion.

• Collaborate with vendors, business areas and program/technical teams to perform analysis, define business requirements, development, testing and maintenance for run the business and implementation/upgrade activities for Advantasure and HealthRules.

• Assist program/technical teams' post-implementation for production support (Advantasure, HealthRules, and Axion) and ensure solutions continue to meet business requirements.

• Serve as the liaison for the organizational Enterprise Data Warehouse as the assigned departmental data steward.

• Develop and maintain a thorough working knowledge of UCare Billing and Enrollment processes, data and reporting capabilities.

• Implement reporting solutions that solve business problems or meet business objectives from a strategic and tactical perspective. Create reports on a regular and ad-hoc basis to support business needs. This includes operational reports for the department, informational reports for the organization and regulatory reports for regulatory partners such as MNSure and CMS.

• Actively participate on data and reporting-related business projects and/or initiatives. Document processes as needed and partner with upstream and downstream customers to ensure seamless and predictable outcomes for data from Billing and Enrollment systems.

• Deliver recommendations to MBE leadership of new technology/workflow solutions that can be maintained by operations (does not require advanced coding knowledge).

• Collaborate with MBE Operational Excellence Manager, MBE Process Improvement Analyst and MBE leadership to implement repeatable and sustainable process improvements to core MBE workflows.

• Serve as department Subject Matter Expert for Teams and SharePoint technology

• Other projects and duties as assigned.

Education

Bachelor's degree in business, Information Technology, or related field; demonstrated experience may be considered in lieu of degree.

Required Experience

At least three years of data analysis and report development experience within health plan operations, healthcare provider operations or IT.

Advanced level skill in MS Access and MS Excel with working knowledge of SQL.

Experience working with business Subject Matter Experts to evaluate complex data requirements.

Preferred Experience

Health Plan Operations experience in Enrollment and/or Membership Billing.

Process improvement, Lean and/or Six Sigma experience.

EDI or API experience.

Health Rules and Axiom experience.
