LEARNING & DEVELOPMENT BUSINESS PARTNER

Position Description

As the Learning and Development Lead, you will be responsible to support UCare's strategic goals by ensuring learners across the organization receive a clear, consistent, and cohesive onboarding and career development experience to allow them to achieve job proficiency, and ongoing skill development to maintain, develop or grow a successful career at UCare. In addition, you will be responsible to lead the efforts to build to build the internal business capacity through improved role-based onboarding and upskill training that will be delivered by department resources, aligned with business strategies and objectives, and secures leadership partnership and accountability for identified approaches. Identify learning opportunities and gaps within the workforce and collaborates with department leadership to prioritize and apply appropriate interventions. Mentor and support supervisors, trainers, and Subject Matter Experts (SMEs) who will be conducting role-based training within their department. Develop, implement, and maintain learning metrics and Processes.

• Develop strategic approach and plan to role-based onboarding and upskilling process which results in an onboarding playbook that can be customized for each department. Pilot and refine approach.

• Serve as the key point of contact to initiate the end-to-end process orientated for training solutions. Partner with department leaders, Project Management, Change Management, and Process Improvement and others, as appropriate.

• Collaborate with SMEs to conduct needs assessments for the business. Identify opportunities for improvement and innovative training approaches. Prioritize the identified gaps and recommend appropriate interventions. Document and present methods used, findings and recommendations, which includes estimated develop and sustainment efforts and employee training time to ensure approaches can be repeatable and reliable.

• Develop, implement, and manage training onboarding plans. This will include training job aids and materials, RASIC, dashboards and reporting on key training deliverables and success metrics.

• Develop training metrics and performance standards. Identify and document processes for monitoring, reporting, and providing feedback and interventions utilized to meet desired training outcomes and objectives.

• Provide oversight and coaching support to improve supervisor, department trainer and/or SME training capability around onboarding and upskilling using adult learning principles and techniques with the goal of enhancing the employee experience and meeting business objectives.

• Facilitate, train, and/or present to a range of groups from front line staff to Senior Executives, supporting the management and growth of UCare's workforce. Delivery of training could expand to external partners with a ‘Train the trainer' approach.

• Leverage and ensure alignment and appropriate use of corporate materials and standards for design and delivery of training development, delivery and metrics.

• Other project and duties as assigned.

Education

Four-year college degree in teaching, business, Human Resources, or a closely related field; demonstrated experience may be considered in lieu of a degree. Advanced degree or certification from a talent and training association highly desired.

Required Experience

Seven years' experience with learning and development program development. Process mapping background. Knowledge and experience in Health Care. Experience working in health insurance or managed care environment.

Preferred Experience

Supervisory Experience.
