MENTAL HEALTH & SUDS DIRECTOR - SPECIAL NEEDS BASIC CARE CONNECT (SNBC) & CONNECT+

Work Location: Office for Your Day

Position Description

This position is responsible to complete complex tasks and make decisions within broad parameters and with minimal supervision. Responsible to assist with the planning, organizing, directing, and managing the functions and services of the Special Needs Basic Care (SNBC) clinical area, as well as in coordination with the operations area. Lead staff members in conjunction with the SNBC managers, supervisors and the MSS Oversight Manager. Consult with staff, medical directors and others on member problems, interpretation of regulations, and engages with community partners to represent UCare. Maintain performance improvement activities within the SNBC area, and work in conjunction with the oversight Manager. Develop the annual SNBC budget by working collaboratively with key stakeholders, including the Vice President.

• Provide leadership and mentoring to SNBC staff and leaders, while assuring successful regulatory compliance and supports performance management of staff.

• Provide back-up coverage in absence of SNBC managers.

• Assist with overseeing the day-to-day administration and management of the SNBC area. Consult with the Vice President of Mental Health and Substance Use Disorder SNBC and make recommendations as related to SNBC business functions.

• Maintain knowledge and understanding of managed care policies, regulatory requirements, and key payer and provider contract provisions as related to SNBC. Work with other key partners within the organization to continue to evolve and innovate.

• Collaborate with MSS leaders and medical director to facilitate effective care management programming and interventions being deployed and that complex cases are reviewed and managed. Collaborate with key partners such as Clinical Services (CLS), MSHO and MSC+ leadership to facilitate integrated care, and complex case rounds.

• Monitor overall utilization of SNBC via a dashboard, consults with medical director and other key stakeholders to review and facilitate effective utilization programming and interventions to ensure medical expense remains within established benchmarks.

• Maintain knowledge of applicable laws such as Data Privacy Act, regulations, and departmental or organization policies.

• Develop systems and SNBC policies/procedures to meet regulatory requirements, NCQA standards, and the Model of Care.

• Develop and maintain assigned budgetary responsibilities relevant to SNBC, as well as the other teams within MSS.

• Participate in work groups and committees as assigned, such as the Utilization Management work group.

• Ensure orientation and ongoing training are available, as needed, to facilitate service delivery and professional growth.

• Ensure coordination of SNBC services with other areas through Clinical Services and Quality Management and Government programs.

• Participate in the joint selection and orientation of assigned staff to ensure appropriate screening, hiring, and effective selection of staff members.

• Represent UCare as an active member of community committees, work groups, regional sub-committees, interactions with counties, and special projects. Some travel may be required.

• Participate as a key member of the Clinical Services leadership team and works collaboratively with the Chief Medical Officer and Medical Directors to develop the annual department plan.

• Participate in annual Inter-rater reliability testing; a passing score each year is required as a condition of employment.

• Ensure SNBC quality metrics demonstrate continued improvement in the area of Stars/HEDIS measures.

• Collaborate with others to engage staff and corrects course as appropriate related to UCare Staff Engagement survey results.

• Partner with Delegate Agencies and Counties to facilitate run the business.

• Work with the Community Clinical Data Analysts to understand the results of both internal and external audits, and any indicated areas which need additional discussion and/or training, as well as working with the Oversight Manager and SNBC Clinical Community Liaisons to gather feedback about the state of the state, and any indicated areas of concerns or further clarification. Plan with other leaders to facilitate same.

• Other projects and duties as assigned.

Education

Bachelor's Degree in nursing, social work, counseling or closely related field from an accredited college or university. Current Minnesota licensure in field of study is required.

Required Experience

Five years clinical practice experience in a mental health or substance use disorder setting. Five years progressively responsible management/supervisory experience that has included analyzing and recommending solutions for development of mental health or substance use disorder services. Comprehensive knowledge of Medicare and Medicaid rules/regulations related to mental health or substance use disorder services and to Dual Products.

Preferred Experience

Knowledge of psychological and social aspects and characteristics of emotional disturbances, mental illness, and additive disorders.
