SUPPLEMENTAL BENEFITS & SPECIAL PROJECTS MANAGER

Position Description

As the Supplemental Benefits & Special Projects Manager, you will be responsible for the development, evaluation and improvement of supplemental benefits across UCare's product lines, in collaboration with UCare's Product Managers. You will serve as the organization's expert on national and local trends in supplemental benefits, as well as regulations and marketplace vendors. In addition, you will oversee UCare's Medicare Advantage Plan Benefit Package (PBP) filings with the federal government each year and lead special projects, as assigned. You will oversee a team of Analysts who support PBP development and filing, market research and other projects.

• Utilizing a cross-product approach to supplemental benefits, ensure consistency across product lines, as appropriate, in partnership with UCare Product Managers. Collaborate with Health Services and other departments on proper identification and handling of filed benefits. Ensure Population Health and Equity & Inclusion initiatives are integrated in product design.

• Manage the development of the supplemental benefits process, which includes but not limited to:

o Collaboration with Product Managers to evaluate opportunities and select benefits that will move forward in annual product planning.

o Identification and exploration of key vendors and offerings. Recommending a buy vs. build approach.

o Development of rationales and supporting materials for additional Medicaid benefits to be proposed in RFPs.

o Working with the Health Promotion team to ensure timely and accurate implementation of supplemental benefits.

o Establishment of Return on Investment (ROI), member satisfaction and other appropriate metric to measure success of new benefits.

• Serve as UCare's Subject Matter Expert (SME) on supplemental benefits. Review and analyze market developments and trends, and share information and opportunities with Product Managers and others in the organization. Serve as the SME regarding regulatory requirements and opportunities for supplemental benefits in Minnesota and expansion areas.

• Lead the evaluation and improvement process for supplemental benefits, in partnership with Product Managers and Health Promotion staff. Develop and implement an evaluation schedule for existing supplemental benefits. Work with appropriate UCare staff and leaders to modify, expand or eliminate supplemental benefits based on their performance and outcomes.

• Oversee the development and filing of UCare's Medicare Plan Benefit Packages, which includes but not limited to:

o Collaborate with Product Managers and Health Care Economics teams on benefit development; oversee the PBP development and filing activities of the Senior Program Analyst; assist with problem resolution and CMS desk review activities; and serve as backup for development and filing of the PBPs, as needed.

• Coordinate Product Management market analysis activities. In collaboration with the Vice President of Product Management and Product Managers, develop annual schedule of market analysis activities. Manage contracts and vendors for outsourced market analysis projects.

• Manage special projects pertaining to UCare's products, growth goals and other priorities in collaboration with the Vice President, Product Management. Responsibilities will vary by project.

• Hire, supervise, train and evaluate Supplemental Benefits & Special Projects staff.

• Other projects and duties as assigned.

Education

Bachelor's degree in business, marketing, health care/public administration, or related field, Masters level degree preferred. Demonstrated work experience may be considered in lieu of degree.

Required Experience

At least five years of experience in a health care payment or delivery organization, such as physician group practice, health insurance, or HMO. Working knowledge of health plan functions, including: Operations, Marketing, Sales, Compliance, Information Technology, data analysis and/or Clinical. Must have proven ability to work in a matrix environment and possess the ability to lead cross-departmental teams.

Preferred Experience

Knowledge of state, federal and commercial health care programs and products. Supervisory experience. Project management experience.
